a 00 THE ENQUIRER, CINCINNATI, FRIDAY, MARCH 21, 1941 25 Explosive Is Made Of Peel Of Added To Chemical Tampa, March 20-(AP)-A Florida school teacher and a pupil have developed an explosive from orange peel which the teacher, Francis C. Seigler of Ocoee, described as more powerful than ordinary gunpowder. A small amount of citrus peel powder, mixed with common household chemical, blasted a garbage can high into the air. Siegler, director of the Trade School, reported his experiments to the Florida Vocational Association here. A similar development was recently a scientist in Palestine, came to the United States in an effort to put it into production.

"We found quite by accident," Seigler said, "that when you break and mash an orange peel, the juice and gas burn with a bright blue flame. We have been able to crystallize the juice, mix it with common, cheap chemical and create an explosive." He did not name the chemical. Seigler said he had offered his secret to the United States War Department through Senator Charles 0. Andrews, Democrat, Florida. The teacher, did not dithe name student coworker.

SEC Orders Dissolution Of United Power And Light Unit Under Holding Company Act Washington, March 20 The Securities Commission today ordered dissolution of the United Light and Power Company, top unit in a $600,000,000 utility system, and of United American Company, one of its underlying units. Chairman Jerome Frank of the SEC announced this a few hours after he had been confirmed as a Judge of the Second Judicial Circuit Court. Terming today's order "a big step in a big job," Frank said at a press conference that "we have definitely broken the back of the integration problem; the bottleneck is beginning to vanish." New York, March 20-(AP)Sweeping changes in major public utility holding company systems were reported in progres or under consideration today as the units moved to fall in line with integration mandates of the Public Utility Holding Company Act. Standard Gas and Electric Company announced that it proposed to sell all of its properties except the Philadelphia Electric Company, which it would retain as its basic integrated system. affiliate Power of and Electric Light Bond Comand Share, was reported planning sale of certain of its properties and retirement of its funded debt and a substantial portion or all of its preferred stock.

Executives of a third company, Commonwealth and Southern Corporation, were studying proposals of the Securities and Exchange Commission as to how their system might be trimmed to fit the requirements of the act. The program of Standard Gas and Electric Company was disclosed by Leo T. Crowley, President and Chairman, in a letter to stockholders. It included immediate sale of some properties and improvement of others for future marketing.
