For one thing community-wide registration even though purely voluntary gives manpower officials a realistic picture of the training, experience, and availability of the women of the community.

With suih a picture, intelligent estimates can be made of the size and nature of the woman power, which may be counted upon for war work. And these latter estimates go a long way toward revealing the relative necessity or lack of necessity for recruiting workers from outside the local community. THE IMPORTANT THING TO NOTE about all these procedures is that they are purely voluntary. Nowhere is there an element of "conscription" or "draft" involved. In this respect our situation differs decidedly from the British.
