DETROIT FREE PRESSSATURDAY, JULY 7, 1990 1 3A City Airport work expense is growing Minister urges law changes at beaten child's funeral linle don't want uu Antwon's death to just go and notbecounted.77 Rev. Welton Smith, River Rouge minister proposed expansion at the east side airport, said he hopes the figures will help galvanize the public to protest Phase 2 of the airport expansion. The proposed expansion would significantly increase the airport's size, adding a new runway and terminal. During Phase 1, a runway was expanded and existing facilities were upgraded. Most of the extra money for the first phase was financed by a Federal Aviation Administration grant of $6,038,371, which covered much of the cost of the land purchase and two studies.

The city's portion for those projects was $656,443, a figure previously reported, according to Marco. Council fiscal analyst John Marco and Councilman Mel Ravitz said they requested the numbers months ago because they suspected the project, completed in 1988, cost more than the administration was willing to admit. "They wouldn't have revealed the $26 million if they could have gotten away with it," Ravitz said. "They would have preferred to let the world know that it cost almost nothing and we'd have to whistle to get information. This is an administration that does not like to be available to anybody." Teresa Blossom, spokeswoman for Mayor Coleman Young, said she had not had a chance to review the issue and could not comment.

Ravitz who is critical of further BY DORI J. MAYNARD Free Press Staff Writer The first phase of City Airport's expansion cost about $7 million more than the $26.4 million previously reported, according to documents turned over Friday to the Detroit City Council. The news came the same day council members discussed a proposed ordinance that would require the city administration or a developer to provide the council with comprehensive reports detailing new projects before the property is purchased. "We wouldn't have this if the ordinance was already in place," said Council President Maryann Mahaffey. The council is expected to discuss the proposal again next week.

BY JIM FINKELSTEIN Free Press Staff Writer Anger, sadness and calls for change in child custody laws punctuated Friday's funeral of 6-year-old Antwon Dumas of Detroit, who died June 30 after being struck more than 400 times with an electrical cord. The Rev. J. Johnson told an emotional crowd of 250 at the Greater Mt. Zion Missionary Baptist Church that "little Antwon may have come to the world at a time when we need certain laws changed." Antwon, raised by Mattie and John Siebert after Mattie's niece gave him up at birth, was returned to his mother's custody in May 1989.

The mother and her husband, Jane Dumas McCants and Troy McCants, are in Wayne County Jail charged with second-degree murder, involuntary manslaughter and child abuse. Court officials say state law prevented them from leaving Antwon with the Sieberts. "Someone needs to pay for what has been done," shouted the Rev. Welton Smith of River Rouge's Union Second Baptist Church. "We don't want Antwon's death to just go and not be counted." Mourners viewed the boy's casket, in which a toy car was tucked next to him.

Wreaths shaped like a car and a truck denoted his favorite playthings. Mattie Siebert, led into the small church just before the service began at noon, wailed inconsolably upon viewing the body and collapsed into her seat. The church's ushers and nurses fanned her and held her up. The church choir sang Antwon's favorite song from his days in the Young People's Pastor's Chorus at Greater Mt. Zion: love you, I love you, 1 love you, Lord, today because you cared for me in such a special way In a sun-drenched, treeless plot of Detroit Memorial Cemetery in Warren, Antwon's body was lowered into the earth.

The 40 people at graveside lingered even after the canopy was dismantled and an earth-mover lumbered in to lower a concrete lid over the casket. Meanwhile Friday, Wayne County Probate Referee Marie Miller left Antwon's sister, Iyesha, 7, in the custody of Troy McCants' mother, Joyce Harris. Permanent placement will be arranged in court hearings. Staff Writer Carlos Watson contributed to this report. Petition drive fights expansion project at Metro AIRPORT, from Page 3A space parking structure will be postponed pending a voter referendum.

The petition effort is yet another example of how communities nationwide are fighting and often winning major battles over airport noise. In Dallas, controversy over the construction of two new runways has prompted airport officials to consider paying residents for the right to fly over their communities and guarantee-; ing their property values. Communities surrounding Seattle's airport reached an agreement in April with airlines and the FAA to cut noise in half by 2001. Wayne County officials say they realize that without community support, airport expansion plans could be jeopardized. County Executive Ed Mc-Namara has appointed a "noise czar" to investigate citizen complaints and the county has hired a consultant specializing in noise reduction.

that are going to give us noise relief." Duggan said the county, which owns and operates the airport, last month sold $47 million in bonds for land acquisition and construction of new runways a process the citizens group wanted to halt through a referendum. EU1ABETH (CRATTY) CLARK, 64, of BY LORI MATHEWS Free Press Staff Writer The chicken was just the way Glenn Walker loved it, hot from the frying pan and set beside steaming mashed potatoes smothered in mushroom gravy. But the phone rang and, with a sigh, the Detroit auto dealer left his Sunday dinner to see a customer with car problems. Recalling that incident from years ago, family members said that kind of personal service made Mr. Walker one of the Detroit area's most successful auto dealers.

Mr. Walker, 84, a former 50-year resident of Grosse Pointe, died Thursday of heart failure at Blake Hospital in Bradenton, Fla. "My husband prided himself on knowing the first names of over 2,000 customers," said Lois Walker, his wife of 58 years. The man who would become president of the Detroit Automobile Dealers Association arrived in Detroit in 1928 from Tonkawa, Okla. He began working at the Chrysler Highland Park plant.

Soon after, Mr. Walker took a second job as a part-time car salesman. In 1936, he obtained his first full-time car sales job and four years later opened a De Soto dealership on Mack. Within a year, hemoved it to East Warren near Conner. Mr.

Walker sold De Sotos 25 years. In 1960, he opened Glenn Walker Chevyland. He sold the business in the mid-1970s and retired. He also is survived by a daughter, Nancy Kahle; seven grandchildren; six great-grandchildren, and one great-great grandchild. Funeral services will be today in Sarasota, Fla.
