"I got a million votes?" Fielder said. "That feels great, because I've finally gotten a chance to show people I can play every day." McGwire won the election at first base by about 50,000 votes over Fielder approximately 1.2 million to 1.15 million. The commissioner's investigation into Steinbrenner's relationship with Winfield began in March, after Howie Spira said the Yankees owner had paid him $40,000 for information he could use against Winfield. Steinbrenner, after first maintaining he gave the payment to Spira "out of the goodness of my heart to help him straighten out his life," later recanted and said he paid Spira off to "protect some former Yankee employees." But the focus of Vincent's investigation has shifted from Steinbrenner's involvement with Spira to whether Steinbrenner resorted to improper means to coerce Winfield to agree to let himself be traded. Investigators have already taken depositions from current and former team employees, including at least one former manager and two former general managers, a baseball official said. According to one of the employees questioned, the investigation focused not on Steinbrenner's dealings with Spira but on his relationship with Winfield. The Yankees signed Winfield in December 1980 to a 10-year contract that was valued at $23 million and included cost-of-living increases.

He and Steinbrenner were constantly at odds, and this past May 11, the Yankees announced Winfield had been traded to the California Angels. Winfield refused to report until a day before the matter was to go before an arbitrator. Winfield accepted a three-year, contract from the Angels, and the Yankees agreed to pay $50,000 to the Winfield Foundation as damages for the six days lost while the trade was in dispute. Vincent said he did not know when an announcement would be made regarding the case, only that it would not upstage next week's All-Star festivities. CINCINNATI: Infielder Mariano Duncan was taken to Montreal General Hospital for examination after a taxi in which he was riding was involved in a rear-end collision Wednesday.

PHILADELPHIA: Detroit native Ken Howell, scratched from his Tuesday start because of pain in his underarm, said the arm feels better with rest. He Is scheduled to start tonight against the Cincinnati Reds. SEATTLE: Manager Jim Lefebvre said he will appeal suspensions or an "outrageous" fine against his players for their roles in a rhubarb at the Kingdome last Saturday. American League president Dr. Bobby Brown reviewed tapes Tuesday of the 20-minute brawl, which erupted in the eighth inning of the Mariners' 6-2 victory over the Milwaukee Brewers.

He is expected to announce disciplinary action today or Friday. The melee began after former Tiger Tracy Jones of the' Mariners was hit by a pitch from Bob Sebra. Sebra admitted to throwing at Jones, once his teammate in Montreal. The benches emptied as Jones and Milwaukee catcher B.J. Surhoff began exchanging punches.

Four players from each team were ejected, but not Brewers manager Tom Trebelhorn, who kept trying to fight despite repeated attempts to keep him away.
