Under Investigation By Senate Foreign Expenditures Subcommittee— U.S., Ky Deny Report CIA Fired Ky In '63 For Opium Smuggling SAFGON (AP) - Both the U.S. Embassy and Vice President Nguyen Cno Ky today denied a report being investigated by a Senate subcommittee that< the CIA fired Ky for smuggling opium in 1063. You know he pays no attention to matters about money." The Senate subcommittee's stafl director, Joseph Lippman, made the report available to The Associated Press in Wash ington with the stipulation that the source could not be identified. Lippman said the report was considered highly reliable. The subcommittee is headed by Sen. Ernest Gruening, D-Alaska, a critic of U.S. involvement in Vietnam. The author of the report said he was sent to Vietnam in March 19G2 by an American company to serve as an inspector and adviser to ground crews that maintained the aircraft Used in sabotage missions. The company, the report said, "was a fictitious company set up by the CIA and (an airline) operating from Saigon's Tan Son Nhut Air Base as a blind for a program called Operation Haylift. "Operation Haylift was flying Vietnam agents into North Vietnam for the purpose of sabotage such as blowing up railroads, bridges and etc. When the pro- gaged air crews and their commanding officer was Col. Nguyen Ky who is now vice president |f South Vietnam. "To make a long story short, Col. Ky took advantage of'this situation to fly opium from Laos to Saigon. Of course the CIA removed Col. Ky and his flight crew and they were replaced by Chinese Air Force pilots from Formosa. 'Also the Vietnam ground creiws were replaced by Chinese mechanics." Lippman refused to permit publication of the names of the American company which sent airline operating out of Tan Son Nhut. At least one U.S. Air Force plane a C123, was used to fly l:he sabotage missions, the report said. Another aircraft reportedly used, a C54, was not specifically identified as U.S Air Force property. "In the latter part of 1063, the C54 aircraft which had been used for Operation Haylifi crashed some 00 miles south of Hanoi while returning from one of its missions," the report said "All Chinese crew members on board were killed. After the C5' crashed, the CIA used C123 air raft on these missions with the J.S. Air Force markings paint- d out. The serial number of the :54 was XV-NUF."
