The civic and public dollars that appear for white developers, she and others said, seem to disappear for blacks. Forbes' commitment of his own money, for instance, has been rewarded with a $3-million Downtown Development Authority loan to fund work at the Little Gem and other projects. Faulkner said civic and city managers should have mobilized the black arts community, found out what its needs were, isolated a potential site and helped it get funding. Porter said that's never happened.

"Where is the leadership on this issue?" she asked. "We're sitting on these boards like the DSO and the DIA, and going to all these banquets to celebrate somebody else's culture, but we're totally ignoring our own." James Wheeler, founder and director of Concept East II, a nonprofit black cinema gallery, said blacks have significant economic power and could play a role in the district revitalization if they pooled their resources. "If we are going to survive culturally and economically into the 21st Century, we are going to have to cooperate," he said. "Our coming together is more important than the little petty differences we erect to keep us apart." Adds Porter: "If we don't do it now, it will be at least another 50 years before we can even try to break back in. We need to be in that theater district for economic and social reasons, as well as for artistic reasons." "If there are black developers out there with a legitimate interest in a black-owned theater in Detroit or any kind of economic investment, we would be happy to assist them." James Jenkins, president and founder of the Graystone Jazz Museum, says blacks could have been a part of initial plans had they united and shown the same foresight as some of the current developers. "If these people that are out here complaining would do something, they wouldn't have so much time to complain. "You've got to get on the boat while it's docked, not try to get on when it's at sea," he said. "That's how you drown." Porter and others acknowledge that blacks could have tried harder to invest in the area. But years of rejection from major funding groups has soured and discouraged them, they say.

"I think dealing with the educational and political process can wear on people and drain them after years of trying and failing," said Woody King, founder of Detroit's celebrated Concept East theater of the early 1960s. "The civic, educational and political institutions have to insist that black people be a part of this development to make it happen." The man killed Krystopowicz with a rifle and wounded his companions.

Woman gets probation for false car theft report DETROIT A Detroit woman who falsely reported the theft of a car involved in a fatal hit-run accident was placed on one year's probation Monday. Taylor, 31, pleaded no contest to the charge of filing a false police report, a misdemeanor. She had told police her car was stolen at gunpoint.

The City Charter, which took effect July 1, 1974, allows the mayor to propose a budget each year. The council can make changes, which the mayor can veto.

Mason became infected with HIV the virus that causes AIDS in 1987 via a blood transfusion. She was president of the National Association of People With AIDS when she was appointed to the commission in 1989. She criticized the Bush administration, saying it treated AIDS as a moral issue instead of as a public-health issue. She asked President George Bush to try to keep people with AIDS from being stigmatized. In an interview this summer, she said: "I have become the disease.

When people talk to me nw, they see the disease first. Nobody talks to Belinda Mason the short-story writer anymore. My previous identity has dissolved. I've become an AIDS poster child."
