Outside class, Eugene Dewandeler jumped into one of his trade Ethel Baker Vincent says Tigers won't go far By Patricia Moxtemvrri Frw Press Staff Writer The Detroit Tigers, even if they don't stay in Detroit, won't be leaving Michigan. That's the essence of what major league baseball commissioner Fay Vincent told U.S.

Rep. John Dingell, in a meeting Tuesday in Washington. The Tigers do not qualify as a financially failing franchise, which is the primary criteria that could lead the commissioner and other team owners to approve a move out of state. Vincent "happens to feel that the Tigers have a long, fruitful association" with the Detroit area and "sees no reason that it should be altered," Dingell said. But Vincent also told Dingell he's aware the Tigers are looking at sites for a new stadium in both Detroit and the suburbs.

Vincent said the Tigers have not raised the possibility of moving out of state with the commissioner's office, Dingell added. Vincent normally does not favor the movement of teams except in extraordinary circumstances, "and he does not find the extraordinary circumstances here," Dingell said. Dingell, who favors the Tigers building a new stadium in Detroit, said he met with Vincent at the request of Wayne County Executive Ed McNa- mara. Tigers President Bo Schem-bechler has repeatedly said the team has no plans to leave the Detroit area. A memorial service will be held at 1 p.m. Saturday at Plymouth Congregational Church, 600 E. Warren, Detroit. MAX M. FOGELMAN, 75, retired owner of a small chain of women's clothing stores, died of heart failure Tuesday at William Beaumont Hospital in Royal Oak.

Mr. Fogelman, of Southfield, had been owner of Burton's Gal until retiring in 1975 and selling the stores. He had shops in Southfield, Pontiac and at Eastland and Wonderland malls. Mr. Fogelman previously had worked as a buyer with Federal Department Stores.

He was a founding member of Temple Emanu-El in Oak Park, past president of its Brotherhood and sang in its adult choir. At the time of his death, Mr. Fogelman was a member of Temple Beth El in Birmingham and its men's choir. He was a volunteer with the Jewish National Fund and Sinai Hospital and taught English as a second language to Russian immigrants. Mr.

Fogelman is survived by his wife, Goldie; sons Burton and David; a brother, a sister and four grandchildren. Funeral services will be at 1 p.m. today at the Ira Kaufman Chapel, 18325 W. Nine Mile Road, South-field. Burial will be in Machpelah Cemetery, Ferndale.

HEUN PERRY. 75, of South Lyon, a longtime Detroit schoolteacher and principal, died Friday at Glacier Hills Nursing Center in Ann Arbor from chronic renal failure. She worked for Detroit public schools for 34 years, and was principal at Keidan Elementary School when she retired in 1970. She was a lifetime member of the Michigan Spinners, a member of Michigan Weavers and of the First United Methodist Church of South Lyon. She is survived by her sister, Beatrice Perry.

A memorial service will be held at 11 a.m. today at her church, 640 S. Lafayette. deaths Elsewhere Richard Dunfey, 62, chief justice of New Hampshire's Superior Court for the past 12 years, died of cancer on Monday in a Boston hospital. At 35, Mr.

Dunfey became the youngest appointee ever to the state's Superior Court in 1965. He became chief justice in 1979. Nelson Mead, 70, who retired as senior vice president of the Mead Corp. in 1986, died Saturday of congestive heart failure in Hobe Sound, Fla. Mr.

Mead joined the Dayton paper company's board in 1959 and became a vice president in 1963. He retired in 1986. Jack Treese, 49, who introduced bluegrass banjo music to France, died of cancer Monday in Dunkerque. Mr. Treese was born in Minnesota but settled in France in 1968.

Baker graduated second in class from Alabama State University 1936. She won a scholarship to the Merrill Palmer Institute in volunteered for several community organizations, including the March of Dimes, the United Foundation's Speakers Bureau, the Boy and Girl Scouts of America, the League of Women Voters, the Franklin Settlement Nursery School and the Merrill Palmer Alumnae Association. She was former president of the Brady Elementary School Parent-Teacher Association. Mrs. Baker was also a charter member of the Detroit Alumnae Chapter of Delta Sigma Theta; a charter member of the Detroit Chapter of Jack and Jill of America, and a lifetime member of the NAACP.

She was a longtime member of Plymouth Congregational Church in Detroit and the Founder's Society of the Detroit Institute of Arts, the Friends of the Detroit Public Library, and the Fred Hart Williams Genealogical Society. Until recently, she was a trustee for Children's Hospital of Michigan. She was a former member of the Medical Center Citizens District Council. Mrs. Baker is survived by her his nephew, Chuck Dewandeler.

But happily that changed, and four months ago Eugene Dewandeler, retired and living in St. Clair Shores, bought a new white Pontiac Sunbird convertible. Increasing health problems from diabetes finally resulted in kidney and heart failure for Mr. Dewandeler, who died Monday at St. John Hospital in Detroit.

He was 66. Chuck Dewandeler knows several of his uncle's former students from Detroit public elementary schools and Osborn High, and they counted him among their favorite teachers. Teaching social studies and later civics, Mr. Dewandeler's humor could best be appreciated when, in a multiple-choice test, he'd ask, "Who's buried in Grant's Tomb?"
