FAA investigates crash that killed 2 people BELLAIRE The Federal Aviation Administration on Wednesday began investigating a plane crash in northern lower Michigan that killed a flight instructor and his student. The Antrim County Sheriff's Department said Gerald Roude, 52, and his student, Ryan Wininger, 20, both of Mancelona, were killed Tuesday when their single-engine Cessna crashed into a wooded area about 5 miles north of Bellaire.

Teachers picket school as bargaining continues ROGERS CITY Teachers in Rogers City, on strike since Sept. 10, were still walking a picket line Wednesday, despite an eight-hour bargaining session with a state mediator A strike by teachers in Woodhaven, in southeast Michigan, went into its second day. Lisa Petz, president of the Rogers City teachers' association, said a mediator was available to meet again Wednesday, but the school board refused. The next official mediation session is scheduled for Tuesday. Several people staged a counterdemonstration Wednesday across the street from the elementary school in the northeastern Lower Peninsula where teachers were on a picket line.

Mr. Swanboro, a native of St. Michael, was a World War II Navy veteran. He served on the Detroit police force from 1950-75 and at Selfridge from 1976-89. He was a member of VFW Post 140 and the American Legion.

Mr. Swanboro is survived by his wife, Ruth, sons Edward and Scott; a daughter, Lynn Whalen; a sister; a brother, and two grandchildren. Services will be at 2 p.m. Friday at the A.H. Peters Funeral Home, 32000 Schoenherr, Warren.

LYDELL M. SALUER, 56, of Detroit, a job training and placement specialist, died of kidney disease Sept. 19 at Henry Ford Hospital in Detroit. Mrs. Sallier, the former Lydell Bryson, worked 10 years for Car-eerWorks Inc.

in Highland Park, where she supervised teaching of clerical skills, senior citizen job placement, electronics, retail sales and job-search skills. She retired in 1990. Mrs. Sallier previously had been a job-placement specialist for Chrysler Corp. from 1976-80.

She is survived by her husband, Fran; sons Keith and Blaine; daughter, Danielle; four sisters, and two grandchildren. Services will be 11 a.m. today at the Jeter Memorial Funeral Home, 8436 W. Chicago Detroit. Burial will be in Westlawn Cemetery in Wayne.

Dorothea A. Shafer, 73, a longtime community volunteer and 46-year resident of Northville, died of cancer Saturday at her home. Mrs. Shafer, the former Dorothea Trew, was a member of the Northville Book Club, Northville Women's Club, Northville Historical Society, Friends of the Library, Northville Review Club, Northville Basket Guild, and the Three Cities Art Club. She also volunteered as a Brownie and Girl Scout troop leader and as a Cub Scout den mother.

Mrs. Shafer is survived by her daughters Susan Carson and Nancy; son, Robert, and a grandson. A memorial service will be at 1 p.m. Saturday at the First Presbyterian Church, 200 E. Main Northville.

Patricia G. Bowman, 57, a cashier and manager for the City of Livonia, died of cancer Sept. 16 at her Livonia home. Mrs. Bowman, the former Patricia Creedon, worked 10 years at the Idyl Wyld Golf Course and Eddie Edgar Ice Skating Rink.

She graduated from Marygrove College in drama and dancing. She is survived by her husband, Norman; mother, Virginia Creedon; sons John, Thomas, William, Robert and Daniel; two sisters and nine grandchildren. A mass will be at 10 a.m. Saturday at St. Aidan Catholic Church, 17500 Farmington Road, Livonia.

LOUIS B. HUESMANN, 87, of Detroit, a retired architect who specialized in brewery design, died of heart failure Sept. 18 at William Beaumont Hospital in Royal Oak. Mr. Huesmann worked 33 years for Harley, Ellington, Cowin Stir-ton Inc.

in Detroit, retiring in 1969. He graduated from the University of Michigan College of Architecture in 1927. He is survived by his wife, Ruth; daughter, Nancy Reed; son, L. Rowell, and seven grandchildren. A memorial service will be at 2 p.m.

Deaths Elsewhere Dorothy Thompson Travis, 64, widow of country music legend Merle Travis, died of lung cancer Sept. 19 in Muskogee, Okla. In 1948, she married Hank Thompson, another Country Music Hall of Fame member, on "The Cornbread Matinee Show" radio program.

They divorced in 1970. She married Travis in 1977. He died in 1983. Lydia Cabrera, 91, a scholar and chronicler of Afro-Cuban culture, died of heart failure Sept. 19 in Miami.

Her best-known book was "El Monte," published in 1954. COX LLOYD M. 87 ot Hale. Passed away September 25. Retired U.S.

For France, he was a symbol of the brutality of the 1940-44 German occupation, of wartime collaboration, and persecution of Jews in World War II, in which the French themselves played a role. Mr. Barbie had shunned his eight-week trial in Lyon, preferring to remain in his cell as witnesses paraded to the stand. "What is there to regret?" he once said. "I am proud to have been a commanding officer of the best military outfit in the Third Reich, and if I had to be born a thousand times again, I would be a thousand times what I have been." Smuggled out of Europe after the war with the complicity of the U.S.

Army, he was protected by right-wing military governments in Bolivia. Authorities there expelled him in February 1983, putting him on a plane for French Guiana, where he was arrested by the French and returned to Lyon. A dedicated Nazi since youth, Mr. Barbie never rose higher than captain. But he acquired infamy as the Gestapo officer who in 1943 arrested Jean Moulin, the greatest hero of the French Resistance.

Mr. Barbie later claimed that Moulin committed suicide by battering his head against his cell wall, but French authorities say the Resistance leader died from wounds inflicted by Mr. Barbie during torture. Mr. Barbie also was charged with ordering the April 1944 arrest of 44 Jewish children at an orphanage in Izieu, east of Lyon.

They were deported to the German concentration camp at Auschwitz, Poland, and exterminated. Commander of the Gestapo in Lyon between 1942 and 1944, Mr. Barbie was convicted of war crimes and sentenced to death in absentia by French military tribunals in 1952 and 1954. He was accused of ordering or participating in the murder of 4,000 people and the deportation of about 8,000 Resistance members and Jews. The statute of limitations had expired, however, before his arrest.

After the war, Mr. Barbie was listed by the Allies as a war criminal. Despite that, however, he was hired in April 1947 as an intelligence informant by the U.S. Army Counterintelligence Corps. In March 1951 he was given the alias of Klaus Altmann.

With the aid of a U.S. intelligence section that protected sources deemed helpful in opposing communism, he was smuggled to South America with his wife and two children. "I do not recognize war crimes," he once told reporters in Bolivia. "In war, there are neither good nor bad acts, neither liberty nor humanity." Mr. Barbie had been ill for some time and by the time of his death weighed no more than 104 pounds.

He was moved to a Lyon hospital three weeks ago, suffering from cancer of the blood, spine and prostate gland.
