Thursday awarded to the Woodward and Tier nan Printing company of St Louis the contract for State binding for the same period was awarded at the same time to the Hugh Stephens Printing company of this city The stationery contract amounts to about $5000 and the binding contract to about $10000 On an estimate furnished by the Secretary of State the bids for the stationery contract were as follows: Woodward Tiernan St Louis $943 39 Buxton Skinner St Louis 1064 33 II Manchester Jeffer son City 1081 05 Samuel Smith Jefferson City 1089 16 The Republican Review of this city bid against the Hugh Stephens Printing company and the bids were very close but all things considered and owing to the fact that the State printing is in the hands of the suc cessful bidder it was deemed best that the binding should be done by the same firm RUSSELL IN TROUBLE Held in Chicago on Charge of Pass ing Worthless Checks A dispatch from Chicago dated July IS says: McMa han said to have been private sec MISSOURI RIDAY MORNING JULY 29 J90G daily Number NOT AN EASY TASK STATE SUPERINT1 INDENT IN SURANCE VANDIVER INDS REORM DIICULT More Trouble Lately With Some of Hie Insurance Companies and Their Agents Special Contracts Cause Trouble Many New Appli cants to Do Insurance Business in Missouri The superintendent of Insurance finds the matter of reforming abuses not altogether an easy or pleasant task Me has been having more lately with some of the in surarice companies and their agents Nothing quite so important" or sen sational as the developments of last winter has occurred recently but a number of things perhaps more perplexing and annoying according to Mr statement: Thurs day When asked whatthey were he replied: will be remembered that before renewing the license of life insurance companies on the first" of last March that they were all re quired to sign an agreement not to issue any forqt of special or board contracts in connection with insur ance policies Some of them hesi tated but finally all agreed to com ply with the conditions so that all companies now writing life insur ance in Missouri are pledged to issue no special contracts But some of the agents are apparently evading the rule I shall go to Kansas City and St "Joseph to morrow or next day tp investigate a complaint of tfiis kind against Mr Mitchell now agent of the Chicago Life who is the fSame agent whose license was temporarily revoked last year while writing business for another com pany one of the most per plexing questions just now being considered is a complaint against the American Central Life that they have managed to (evade the ruling by incorporating the same provisions originally devised as a special con tract into the body of the regular policy contract as a paragraph en titled While this technically removes it from the class of special contrast it is still objectionable and if the present Mis souri statute is found to be too weak to enable the superintendent to shut out this kind of policies the next Legislature ought to amend the law and prohibit all kinds of discrim inations as well as The prosecution of insurance brok ers a number of whom are still doing business without license is also again occupying the attention of the superintendent Special Agent Carlisle of St Louis has just been instructed to apply for warrants against two other brokers whose names are withheld for the present because it is not known whether the evidence against them is sufficient But it may be stated positively that other prosecutions in addition to those recently made are to follow' Superintendent Vandiver stated in this connection that the business is in very much better con dition than it was a year ago as there are now nearly 300 licensed in St Louis which is nearly double the number of one year ago applications of new compa nies to do business in said Mr Vandiver pretty nearly overwhelmed the department for the last three months and it is not easy matter to discriminate between those which should be ad mitted and those that should be kept out But fraternal societies that are being organized merely for the purpose of affording profitable positions for the organizers are hav ing rough sailing One being or ganized in Kansas City under the name of The Mutual Union of Kan sas City Mo was refused license Thursday on the ground that their constitution and by laws do not real ily provide for representative form of government as required by the Superintendent Vandiver also said that the statute expressly prohibited their being operated for profit and added that "all those now or here after applying for admission will have to satisfy me that they are not being organized for the purpose of affording profitable positions for the Perhaps the most pointed answer that has been made to any of the flew applications for admission to the Missouri field was sent out day before yesterday to the Western In demnity company of Chicago a life insurance assessment association The Superintendent of Insurance re plied to their request for blanks on which to make application as I have yours of the 14th saying you would like to make application for lieensb to write life insurance in MissourLon the assess ment plan Please excuse me for being brief and to the point I do not wish to be discourteous but Would like to be frank with you If I can find any means at my command to keep you or anybody else from writing life Insurance in Missouri on the assessment plan will most assuredly do so The his tory of the assessment insurance in this State is too fresh in our minds to admit of its being repeated if it can be avoided I hope you will not insist on making VANDIVER MAY GO TO ST LOUIS Rev Lemons of This City May Be Pastor West Park Church Rev
