4 RDAY, OCTOBER 17, 1998DETROIT FREE PRESS UA DATELINE Theda Bishop: Strong values led to mrk at Rescue Mission DETROIT Deputy kills man outside party store An off-duty Wayne County sheriffs deputy fatally shot a man who robbed him outside a party store on Warren near Bewick early Friday morning, police said. The man followed the sheriff "outside the store and announced a holdup," said Insp. William Rice of Detroit's homicide unit He asked the deputy for his money, fired several shots that struck no one and swiped some cash. The deputy shot back and killed the man, who was dead on arrival at Detroit Receiving Hospital. Police would not release the name of the 30-year-old deputy, a five-year veteran.

By Niraj Warik'oo SOUTH FIELD, DETROIT Man, girlfriend killed hour apart A man in his late 20s was gunned down in the lobby of a Southfield apartment complex just after 12:30 a.m. Friday, and his girlfriend was shot dead an hour later in her Detroit home. The man, whose name police have not released, "was trying to get away from" his attackers and ran into the lobby of Coach House apartments on Providence between 9 Mile and Greenfield, said Southfield Police Officer John Harris. The man didn't live in Southfield, police said. About an hour later, his 24-year-old girlfriend was shot dead in her Detroit home in the 7800 block of Braile near Warren.

Inspector William Rice, of the Detroit Police homicide unit, said the shootings may be related, but at this time, "there is nothing to tie them in." Southfield and Detroit police are investigating. By Niraj Warikoo DETROIT Cobo flower show gets guiding hand Bloomfest, the new Detroit flower show scheduled for April at Cobo. Center, on Friday hired a show manager. She is Faye Traskos, formerly show manager with the Ann Arbor Flower and Garden Show.

The DTE Energy Detroit Bloomfest will be held April 8-11. It is being produced by the Michigan Horticultural Society, and DTE Energy is the presenting sponsor. The show is expected to draw 125,000 to 175,000 visitors, according to Jeanne Vogt, president of the horticultural society. Dominic Pangborn, president and chief operating office of Pangborn Design in Detroit, is overseeing the show's graphics. Sixteen regional cultural institutions, including the Detroit Institute of Arts, Cranbrook and Michigan Opera Theatre, plan related events to coincide with the show.

By Marty Hair LANSING Bus tour carries GOP House hopes House Republican leaders plan to take their bus tour to northern Michigan, including the Upper Peninsula, next week. The tour, led by Assistant Minority Leader Chuck Perricone, R-Kalamazoo Township, has toured 17 cities in the Lower Peninsula. The GOP hopes to regain control of the Michigan House.

With term limits, many seats long held by Democrats in areas with many GOP voters are up for grabs. Perricone, in his second term, and others who are expected to assume leadership roles in the House once the veterans leave in December, plan to campaign next week for Republicans taking their first runs at House seats. The bus will visit Alpena and Cheboygan on Wednesday to campaign for Phil Ludlow, a candidate for the 106th District. On Thursday, the tour goes to Sault Ste. Marie on behalf of Scott Shackleton, a candidate for the 107th District.

BRIEFLY Mt Pleasant The Soaring Eagle Casino is expected to reopen today despite an unknown contaminant that caused nearly 100 employees to be treated at two hospitals for a mysterious illness, officials said Friday. However, the Saginaw Chippewa Indian Tribe's 518-room hotel and its resort will remain closed indefinitely. By Wendy Wendund Free Press Staff Writer Theda Y. Bishop, vice president of programs at Detroit Rescue Mission Ministries, was a no-nonsense woman whose career was full of achievements, but whose heart was set on helping others. On Sunday, after several years of battling colon cancer, Mrs.

Bishop died in her West Bloom-field Township home. She was 70. "She accomplished herself and then she went on to help Theda Bishop ing other people," said her sister, Gloria Walton. "She could see the good in you and if you wanted to do anything, she was there to help you." Mrs. Bishop was born in West Virginia, started her career as a teacher in Mississippi, then settled in Detroit.

She worked as a clerical supervisor for the U.S. Army Tank Arsenal and as a Detroit police officer, Wayne County probation officer and deputy director of the Wayne County Probation Department. Mrs. Bishop earned a master's degree in social work and a doctorate in philosophy from Wayne State University. When she retired in 1994 as director of pre-commitments for the Michigan Department of Corrections, she went to work at the Detroit Rescue Mission Ministries.

Donald DeVos, president, said Mrs. Bishop had a wealth of city contacts and knew her field. "She was probably one of the most brilliant women I had ever met in my life," he said. "She came from what I called the old school. She was all heart, but she didn't wear it on her sleeve." Mrs.

Bishop enjoyed traveling, visiting Asia, Africa, Europe and South America. She liked to learn about how people elsewhere lived and never went to the same place twice, Walton said. But perhaps most of all, Mr Bishop enjoyed her work. "Her ideaof criminal justice is to teach people to learn from their mistakes and retrain their value system," said Rita Spiller, her niece. "She was about helping people feel good for themselves." Even when cancer took much of her strength, Mrs.

Bishop kept working. Spiller remembers her aunt lying in bed, working away, just weeks before her death. Mrs. Bishop was preceded in death by her husband, William, and her daughter, Sharon. She is survived byher sister, Walton, and her niece, Spiller.

A memorial service will be at 2 p.m. Sunday at the Episcopal Church of the Advent, 3325 Middlebelt, Orchard Lake. Burial will follow in Detroit Memorial Park in Warren. Born in Rochester, N.Y., Mr. Malone graduated from Vincentian'-Insti-tute. He turned down a full scholarship at George Washington University to enlist in the Air Force, where he played football at Eglin Air Base in Ft. Wayne, Fla. A staff sergeant, Mr.

Malone served in the Korean War. He returned to New York and earned an associate's degree in heating, venting and air-conditioning from Hudson Valley Technical College. He and his wife, Miriam, moved to RedfordvTownship, where the avid golfer began his work with Outwater. Mr. Malone also founded the company's service department In addition to his wife and sons Terry and Kevin, Mr.

Malone is survived by sons Thomas and Daniel; daughters Peggy Heffernan and Nancy six brothers and sisters, and 21 grandchildren. Services will be Tuesday at 10 a.m. at St. Alexander Catholic Church, 27835 Shiawassee in Farmington Hills. Burial will follow in Holy Sepulchre Cemetery in South-field.

side services are 2 p.m. today in the Glen Eden Lutheran Memorial Park. Joseph McCloskey Former Roseville treasurer Joseph F. McCloskey, 80, a former Roseville city treasurer who loved gardening, died of chronic cardiac problems Wednesday at Beaumont Hospital in Royal Oak. Mr.

McCloskey made many friends while serving as Roceville city treasurer for 14 years. His gardening store, World Garden Land in Roseville, combined work with something that he dearly loved landscaping, which he retired from in 1971. At the time of his death, he was part owner of the More Bow Room restaurant in Roseville. After retiring in 1985, Mr. McCloskey and his wife, Dorothy, spent the majority of the year in Florida, where he fished and golfed.

The couple celebrated their 50th wedding anniversary in June. Mr. McCloskey's. daughter, Dar-lene, remembers how he took her and her siblings smelting by the Blue Water Bridge and mushroom hunting when they were younger. He was born in Montreal (and grew up on Detroit's east side.

He is survived by his wife, Dorothy; daughters Diane, Janet, Debra, Jacalyn and Darlene; a son, Joseph, and 13 grandchildren. The active couple, who spent their 50th anniversary in Ireland, would keep journals of their travel adventures, mostly around Georgia.

"She went to see her mother, who's been gone for 55 years," said Lukas. "And she'll be really happy about that. That's what we just keep thinking." She is survived by her husband, James Henry Skinner; a son, David, and daughters Kathleen Allardyce and Lynn Lukas, and a sister, Arvilla Wilson, 95, of Farmington Hills.
