"They have indeed carried out serious work with an investor who had the money. But the investor has some problems." Shutting down Mir is favored by NASA, which wants Moscow to forget about Mir and dedicate its meager resources to a new international space station. The station's first elements were launched late last year. Last month. Exner was vociferous in condemning British Columbia's redefinition of spouse. He raised the specter of "special rights" being extended to homosexuals, and claimed that a same-sex couple cannot be considered married because "biologically, such couples are not equipped to be husband and wife." The archbishop warned that Roman Catholics would make their voices heard "when election time comes about." Exner took a similar strong position in a Jan. 27 letter to Chretien. Speaking for Canada's Catholic hierarchy, he said he feared a redefinition of marriage. "Surely the government can think of a way to respond to the legal challenges it faces from same-sex partners without redefining terms that millions of Canadians cherish and undermining an institution that plays a pivotal role in society." Exner has also come up with an alternative.

He suggested that pension and social benefits be granted instead of to same-gender couples to anyone in a long-term, caring relationship such as elderly siblings caring for each other. But other major churches have lined up behind giving social benefits to same-sex couples. Vancouver's Anglican Bishop Michael Ingham says the traditional, heterosexual family is not threatened by society's decision to recognize a variety of "long-term relationships." By Joel Connelly Seattle Post-Intelligencer Thirty-one years have passed since justice minister, Pierre Elliott Trudeau, gave a bit of a start to his staid country by telling a conference, "The state has no place in the bedrooms of the nation." The remark helped propel Trudeau into the prime minister's office. It also heralded criminal-code revisions that removed penalties against private sexual acts between consenting adults. Canada is at the brink of making another startling move, one that many religious conservatives have furiously resisted in the United States.

Federal cabinet ministers have said the Canadian government will act to erase all legal differences between homosexual and heterosexual couples. Justice Minister Anne McClellan recently announced that the government will not appeal the so-called Rosenberg ruling, a 1998 court decision in Ontario that ordered that "spouse" be redefined to include gay partners, in benefits. British Columbia already has acted along the same lines for the province's 225,000 public employees. Last year, it passed legislation that added same-sex partners to the list of people who can be designated recipients of pension benefits. In the early 1990s, the city of Vancouver adopted a same-sex benefit policies for its employees.

"We were the first, and we've done two very significant things," said the Rev. But Prime Minister Jean Chretien has hesitated, even after his cabinet ministers announced the change. Chretien said he did not know whether, more legislation would be required.
