recom mendation that the state spend $121 million over two years to prepare for bioterrorism is likely only a portion of the anti terrorism money that will be requested a member of the Task orce on Homeland Security said Thursday Sen lorence Shapiro Plano would not estimate how much money she expects to be requested but suggested multi plying the $121 million rec ommendation by 10 or 12 She quickly said that was just a guess even guess what it might be and I even know what all the issues Shapiro said 2 Shapiro is a member of the task five member com mittee that is studying bioter rorism The group met private ly Thursday to hear from sev eral organizations including the Texas Department of Health and the Texas Medical Association about their pre paredness plans The committee did not dis cuss the Texas Department of recommendation that $121 million be used to staff upgrade laboratory equipment and improve training over two years never talked about money We talked about sys tems We talked about proce dures We talked about a lot of things in very general terms that we want to coordinate Shapiro said Gov Rick Perry has autho rized Texas health officials to find the money from within the state budget The health $121 million recommendation came in a report saying it was ilkprepared to nd to a major bioterrorism attack ShJpiro agreed the state was not fully ready to respond to a bioterrorism attack She said committee members learned that the different groups need to communicate with each other on their bioterrorism preparedness plans Houston candidates receive House bill would extend border crossing card deadline WASHINGTON (AP) The deadline for Mexicans to get new high tech ID cards to cross the US Mexican border would be extended under legis lation introduced in the House and Senate on Thursday In addition the legislation would authorize money for the Immigration and Naturalization Service to purchase machines that can read the cards The provisions are part of sweeping immigration legisla tion dubbed the Enhanced Border Security Act of 2001 Its sponsors said it is intended to build on the anti teirorism law President Bush signed last week strengthening the securi ty of our borders we must also safeguard the unobstructed entry of the more than 31 mil lion persons who enter the US legally each year as visitors students and temporary work said Sen Ted Kennedy Mass who chairs the Senate Judiciary immigration subcom mittee Since 1996 the State Department has been reissuing border crossing cards with elec bordcr crossing cards with elec tronic cards that feature finger prints and data encrypted in magnetic strips Congress has twice extended'the deadline for Mexicans to apply for new cards The latest deadline expired Oct 1 The new visas contain elec tronic features that are meant to curb fraud and forgeries The cards permit Mexicans to enter the United States and travel within 25 miles of the border for up to 72 hours at a time The deadline would be extended for a year but it not immediately clear when the year would begin Other things the bill would do are: Extend information shar ing among agencies about potential
