About $170 per person comes into Michigan every year from the federal government, said Larry Rosen, the state demographer. But the portions going to individual communities vary widely and are only partly based on population. Municipal governments are more concerned about state revenue sharing money mainly the sales tax that are linked to population and in some cities account for one-fourth of total revenue. The amount of shared state revenue per person varies from city to city due to a variety of factors. In East Detroit during the 1988-89 fiscal year, it was $74 per person; in Pontine it was $120; in Inkster, $88; and in Dearborn Heights, $70, said state officials.

The average undercount during the 1980 census was 1.4 percent, according to the Census Bureau. It was higher for cities that have large concentrations of minority residents. In East Detroit, an extra 1.4 percent population could have meant $800,000 in revenue over the last 10 years, said Erika Priemer, coordinator of the East Detroit census committee. "For a city of this size, that's a lot of money," Priemer said. "We did a lot of brainstorming on the best way to get out the word.

We ended up doing just about everything." Notes went home with schoolchildren and posters went into windows. Pastors took the message to their flocks. Volunteers helped 38 mainly elderly residents fill out their forms and hundreds more were encouraged and advised on the telephone, at club meetings and through face-to-face canvassing, Priemer said. Priemer, a 47-year-old mother of two, walked 9 Mile Road talking to shopkeepers. "There were a number of people some I guess were foreign-born who didn't know anything about it.

I think talking to them helped," she said. Louis Lawrence said he knows of at least one resident coaxed onto the Census Bureau computer. "He kept asking why the government needed to know all these things -after aU, they get to know enough about him anyway," Lawrence said. "He said he was going to send it back blank. We talked about it.

All are expected to record population increases of 10 percent or more. Clinton already is figuring out how to spend the extra $1.1 million in state revenue sharing it expects to get if its estimated 25 percent population increase (to about 90,000) is confirmed by the census, said Mark Kohl, the township supervisor: Part of it will be used to hire more police and fire personnel, he said. The "late" deadline for returning census forms by mail is April 22. After that, census workers will start knocking on doors to fill in the gaps.

Mr. Yatchman, 65, teacher and football coach, died of cancer Friday at Oakwood Hospital in Dearborn. He retired in 1986 from the Detroit public schools, where he is remembered for his ability to assemble winning teams by stressing basics. Southwestern posted its first undefeated season in 1958 under Mr.

Yatchman. He moved to Cody in 1978 and posted a 7-1 season his first year as head football coach. "He was just an excellent coach," said Ed Silberstein of Southfield, who was Mr. Yatchman's assistant at Southwestern. "A real straightforward, honest, dedicated man," said Vernon (Buckie) Walters of Edgewood, who was Mr.

Yatchman's athletic director at Southwestern. "One of those kind of people you are always looking for." Mr. Yatchman graduated from Southwestern and attended Michigan State University, where he played football and tennis, on an athletic scholarship. He received a bachelor's degree in education. He worked two years as a police officer in Lansing after graduating from college and returned to Detroit in 1951 to work at Southwestern.

In 1958, the Detroit Times named him coach of the year. The Free Press gave him the title in 1961. In 1968, the Free Press and Detroit News both named him coach of the year for the 7-1 record at Cody. Mr. Yatchman also received a master's degree in education from Eastern Michigan University.

Survivors include his wife, Ruth Carol; a daughter, Cynthia; sons, Michael and Richard; a brother, a sister, and a granddaughter. Funeral services are private. MURRAY HITCH, 89, a retired dentist, died Friday of a stroke in the West Bloomfield Nursing and Convalescent Home. Dr. Leitch was born in Glencoe, Ontario, and went to the University of Toronto. Dr. Leitch, who waited tables to put himself through school, attended the University of Michigan's School of Dentistry in Ann Arbor.

After his graduation in 1926 he began practicing general dentistry in the Detroit area. In 1945, he was president of the Detroit District Dental Society. In 1959, he was president of the Michigan Dental Association. He shared a Farmington Hills practice with his son, John, until 1980, when he retired at age 80. In addition to his son, Dr.

She died Friday of complications from leukemia at age 12. A student at Parcells Middle School, Lyndsey impressed adults with her writing because of its thoughtful style, which seemed unusual in a person her age.

She won an honorable mention in the November 1989 Cricket League International Writing Competition in which young authors had to complete a diary for a schoolgirl at Thanksgiving. Though Lyndsey wrote touching-ly about an elderly nursing home patient named Edith who died before seeing the children's holiday pageant, she also expressed vividly a natural reaction of youngsters forced grown-ups to perform in such "Totally awful!" she wrote. "I have to wear a disgusting pilgrim dress and sing in front of ancient people who eat repulsive prunes everyday." Lyndsey recently won first place 'in an annual community essay contest on substance abuse, writing that "drugs are driving a sword through the heart of America. But we must strive to prevent it from sinking too deep." Jim Champine, a family friend, I said Lyndsey was a upbeat person who "never had a bad word to say about anybody.
