The safety of America's women and children is menaced by the most loathsome member of the vast crime army but private citizens can help end his. reign of terror. The third article in a series, "For a Crime-Free America!" by J. Edgar Hoover Director of the Federal Bureau of Investigation The sex fiend, most loathsome of all the vast army of crime, has become a sinister threat to the safety of American childhood and womanhood.

From one end of the United States to the other, women and little girls have been murdered by this beast. No parent can feel secure that his children are safe from attack. The sex fiend may strike anywhere, at any time. In one large eastern city alone, an arrest for mitted numerous murders recently in all parts of America. An examination of the" past of these persons often will reveal that they have been repeatedly dealt with as petty offenders when, in truth, their every action was a blazing signpost pointing to a future of torture, rape, mutilation and murder.

The sex fiend is a progressive criminal. He often begins with annoyances. He progresses to the sending of obscene letters, or exhibitionism. One finds him "annoying" children, or following women. Therefore, it would seem that the problem of the sex criminal is being mishandled that the general apathy of the public toward all criminal matters has resulted in a condition whereby such potential murderers are merely slapped on the wrist. If this is so, there is urgent need for a new approach to the problem, and one which will deal with it specifically. More than law enforcement is concerned. It is a problem for investigation, deeply applied study and careful approach preceding the making of laws designed specifically for the handling of -a type of offender different from the general run. This study should be directed from all sides.

It should be determined, for instance, to what extent the recently widespread use of marijuana, or American hashish, has been responsible for the sex crime. The history of every offender should be delved into deeply and reports made upon this angle. It is only in late years that marijuana has swept across the country and, indeed, much less would be known about it today had not the Federal Bureau of Narcotics, working under its Commissioner, H. J. Anslinger, been quick to recognize its dangers, to obtain scientific opinions regarding its effects upon the human system, and work for Federal legislation looking toward its control.

Let us look at the sex criminal for" what he really is. He isn't some fabled monster; he isn't some demon, born full-blown, that suddenly descends upon women and little girls; he isn't a "product of our modern age" he is a definite and a serious result of apathy and indifference in the handling of out-of-the-ordinary offenders. There is a definite need for greater understanding of what lies behind a crime. In other words, an offense does not end with the mere commission of it.

More and more attention should be given to the past history of the criminal. The Federal Bureau of Investigation inquires into every phase of an offender's past history, and, as a result, we have learned volumes as to what part parental indifference, parole abuses, political protection and other factors have played in turning an ordinary offender into a dangerous, predatory animal, preying upon society because he has been taught he can get away with it.
