Justice Department officials said the suits are among the first in the country arising from a new program in which teams of black and white testers are sent to apartment complexes to ferret out Discrimination.

The suits were filed against the Rivercrest Arms Apartments on Denton Street in Clinton Township and the Southfield Mobile Home Park on Telegraph Road. Mr. Bayoff, 89, of Dearborn Heights died Wednesday of prostate cancer at the Hitches' home. Mr. Bayoff began his new life here by working in restaurants. He opened Royal Lunch, later Bayoff Bar 1 Grill, at Michigan and Wyoming, in the early 1940s.

It was the family's liveli- hood until he retired in 1963. He went back to work for the Hitches' Little Caesars pizza business at age 60, doing maintenance work, his daughter said. As the company grew, Mr. Bayoff took over the company's spice room. His picture can be found on spice packaging in the company's outlets.

He retired four years ago. In his spare time, Mr. Bayoff liked to work in his rose garden and to cheer on the Red Wings at Joe Louis Arena another team owned by his son-in-law. Survivors also include a daughter, Katherine; sons Kiril and Thomas; 15 grandchildren, and 16 great-grandchildren. Visitation is noon-9 p.m.

Burial will follow at Christian Memorial Cultural Center, Rochester Hills. WALTER H. TURNER, 81, a former University of Detroit professor who was active in Catholic organizations, died Sept. 5 at Detroit's Grace Hospital after a lengthy battle with emphysema. Mr.

Turner came to Detroit in 1946 from Toronto. He became an assistant professor of philosophy at U-D and rose through the department's ranks to become chairman in 1962. He retired in 1977.
