She was 88. She was born in Washington, D.C., in 1911. In restored as quickly as possible. Detroit Edison customers will get three chances to tell state regulators what they think about the utility's handling of summer outages that left 430,000 customers in southeast Michigan without electricity. The Michigan Public Service Commission will hold three hearings to get customers' thoughts on Detroit Edison's response to the outages that followed severe storms in July and August, The hearings are part of the investigation into the outages that left many metro Detroiters without power for several days. Detroit Edison has said service was 1937, after obtaining a master's degree in library science from the University of Michigan, she was hired at the Detroit Public Library. Bradfield left the library in 1950 to raise two children, but returned in 1964 to fight for more funding for black literature. In 1967, she succeeded, convincing the Detroit City Council to increase funding for minority literature. The money helped preserve and expand one of Mrs. Brad-field's passions, the 50-year-old Azalia Hackley Collection of black performing-arts literature. On her recommendation, the library commission hired Clara Stanton Jones, the library's first black head librarian, in 1970.

In 1968, Mrs. Bradfield became the head librarian for Detroit Public Schools, creating black history month literature programs and expanding the collection. She retired from Detroit Public Schools in 1980. She was an active member of the Delta Sigma Theta Sorority, the NAACP, the Urban League and the American Library Association. Besides her son, Mrs.

Bradfield is survived by daughter Trudy Bradfield Taliaferro, five grandchildren and one great-grandson. A family hour and memorial service will be held at Fritz Funeral Home, 246 E. Ferry in Detroit at 4 p.m. Tuesday. Burial will be through Mrs.

Bradfield's childhood church, St. Augustine Roman Catholic Church and in Mt. Olivet Ceme-tary in Washington, D.C. Marjorie Bradfield possible motive for the slaying, Lt. Ben McDermott said Friday.

By Jennifer Dixon DETROIT 2 more students face sex charges Two more Cooley High School students were charged with criminal sexual conduct Friday for allegedly paying $1 each for oral sex from a mentally impaired 12-year-old girl. The names of the boys, ages 14 and 15, are being withheld because of their age. They are being charged as juveniles with sexual assault involving the girl in a stairwell at the school. According to police reports, two girls ages 14 and 15 snuck the 12-year-old in the school and were prostituting her to several boys.

ByJackKresnak vestigate the scandal-tainted retirement of former college President George Roche III. Roche retired last week amid rumors of an affair with his daughter-in-law, Lissa Roche, who committed suicide in October. Roche has denied the affair, according to Hillsdale spokesman Ron Trowbridge. Acting college President Robert Blackstock said, "We'd like to know the truth. We think we have as much truth as can be known, but we're not sure." Blackstock said the school's Board of Trustees placed Roche on a leave of absence and then accepted his retirement because it believed his credibility was destroyed.

By the Associated Press LIVONIA Baby drowned; mother charged A Livonia woman was charged Friday with first-degree murder for allegedly drowning her 4-month-old son and placing him in a crib before she slit her wrists. Thanasagaree Govender, 37, was found on the floor of her home by a friend Wednesday afternoon. Responding to a call about her suicide attempt, police found the baby dead in his crib. Govender's husband and 11-year-old daughter were not home at the time. Postpartum depression is a married Dr.

Horace F. Bradfield, whom she met during college. Mrs. Bradfield set to work improving the library's stock of African-American literature. She helped establish the library's Black History collection and fought to fill the library with books on the contributions of African Americans in business and the arts.

Her first years at the library "were filled with subtle and not so subtle discriminatory practice," said her son, David Martin Bradfield, a judge in 36th District Court in Detroit. The family still runs the business. Mr. Brown was very involved in religious activities and his hobbies included bowling and square dancing. He is survived by his wife, Mayola; daughters, Anita and Pa-tra, and son, Benrus. Visitation will be from 6 to 9 p.m.

In his early years as a photographer for French Vogue, he would shoo away overly fastidious fashion editors who tried to perfect his settings. 14, 1906, in the eastern German town of Weiseenfels-an-der-Saale. He seldom bothered to use his surname even as a fledgling photographer among an expatriate crowd in Paris in the early '30s. He dropped it in 1943, after he became a U.S. citizen, so as not to be confused with the Nazi official Martin Bormann. He legally changed his name to Horst P.

Horst. He went on to have a successful career as a photographer for American Vogue. In the 1960s, however, when editors demanded more lifelike shots of models running and skipping, he fell out of favor. Horst, a master of light and deep shadow whose photographs of fashion and fashionable people such as Coco Chanel, Marlene Dietrich and Noel Coward evoked the glamorous 1930s, died Thursday at his home in Palm Beach Gardens, Fla. He was 93. Best known for his classical images of models and society figures posed in dramatic, often Greek-inspired settings, Mr. Horst started taking pictures in 1931 as a protege of the aristocratic photographer George Hoyningen-Huene. He continued to work until 1991, photographing subjects as diverse as Jean Cocteau, Harry Truman, Gertrude Stein and Andy Warhol.

"He really was the 20th Century," said photographer Eric Bo-man, who met Mr. Horst in 1978, when both were assigned to photograph the French fashion collections. The people he knew and the clothes he photographed conjure up a world where elegance and manners still mattered.
