better job than Archer overseeing the schools, Engler's Senate-embraced idea is the best one. Hold the mayor accountable, as has been done successfully in Chicago. Perricone is a perceptive fellow. In the midst of hours of negotiating, he said: "It's just a very interesting dynamic, the way things are crisscrossing. Traditional bases of support are working against each other." Among the oddities: Some Detroit lawmakers oppose Detroit's mayor.

Organized labor and Engler lobbied together. As Perricone noted of the dynamics: "It's a mess." As Engler observed: "In the legislative process, nothing is ever over until it's over." SYRUP Continued from Page ID Each tap produces about 10 gallons of sap per season. It might sound like a lot, but it takes 40 gallons enough to fill a bathtub to make a gallon of syrup. Even the most-productive maple tree produces 30 gallons each season. As soon as the Newberry kids pierced a tree's bark with a hand drill and hammered a hollow tube into place, sap ran like juice from an orange.

They took turns letting it drip on their tongues. "Sap is real watery," said Gary Gaskin, "but the syrup is real, real sweet." During the syrup season, "maplers" must collect sap every afternoon so it doesn't overflow during the day or harden at night. "It's just grueling work," said Dorothy McLeer, a veteran naturalist and UM-Dearborn guide. "I liken it to dairy farming. The cows won't wait, and neither will the trees." The Detroit schools gave him his first tough test.

He earned a solid grade, even though senators rejected his handiwork the next day. Republican House Speaker Chuck Perricone is new to the job, and because of term limits he won't be around long enough for a shot at earning the stature of predecessors such as Republican Paul Ilillegonds and Democrat Bill Ryan. Despite being misled by some House Democrats and Senate Republicans, he did well last week on the school reform bill. I Ie held his GOP caucus together while cutting a deal with House Minority Floor Leader Kwame Kilpatrick, D-Detroit. Their House-passed bill gave reform power to Gov.

John Engler rather than Detroit Mayor Dennis Archer, as was provided by an earlier bill passed by the Senate. The Senate refused to concur in the Perricone-Kilpatrick plan. It fashioned yet another version, putting the power FuneralsServices Today AITCHISON, AMELIA Amy) Memorial Mass 2 p.m. at St. Columban Church, 1 775 Melton, Birmingham.

Six of 12 did. Before the House vote, he said to reporters: "I have been told by the governor, and some others, that there is reason to feel comfortable that we have a g(xtd shot at concurrence" in the Senate.
