i DETROIT FREE PRESS 7B MONDAY, JUNE 21, 1999 OBITUARIES CONGRESSIONAL ROLL CALL ASSOCIATED PRESS Nikolaus Wittner: A road tortuous but successful ment because he believed it weakened current law and that gun restrictions were needed to close loopholes in the 1993 Brady Bill law. Rep. Vernon Ehlers, R-Grand Rapids, voted against it because he said the original House bill, allowing 72 hours or three calendar days for such checks, was a reasonable, middle-of-the-road provision. The amendment to allow three business days for background checks for all dealers at gun shows failed 235-193. The overall package of gun-control legislation was rejected 280-147 on Friday.

In the Michigan delegation, all 10 Democrats and Republican Upton voted against it. be closed. Under federal law, licensed gun dealers whether at shops or gun shows are required to do computerized background checks on buyers. If a red flag shows up, the dealers must allow three business days for authorities to also check court and other records to prevent criminals from acquiring guns. The House bill would have extended the background checks to unlicensed collectors and others who can set up a table at gun shows but are not required to do checks.

However, Rep. John Dingell, offered an amendment to the bill that would have extended background checks to unlicensed dealers but would have shortened the checks to 24 hours. That would have weakened current law for licensed dealers at gun shows, who transact the majority of gun show sales. Dingell'8 amendment passed 218-211 at around midnight Thursday, with 45 Democrats crossing party lines to support it and 47 Republicans voting against it. In the Michigan delegation, eight of the 10 Democrats voted against the Dingell amendment.

Dingell of Dearborn and Rep. Jim Barcia, D-Bay City and an avid hunter, voted for it. Stupak, who has traditionally voted against gun-control legislation, did not support the Dingell amendment. Four out of the delegation's six Republicans voted for it. Upton said he voted against the amend Even before the communists came to power in Yugoslavia, life was not easy for Mr.

Wittner. At 11, he lost his father to a stroke. Two of his sisters died of childhood illnesses. At 13, he had to get a job to support his mother and his surviving sister, according to his son Nicholas Wittner. As a manager at General Motors, Mr.

Wittner supervised 300 people. He retired in 1983. "What's really interesting is he was respected by the union people, but he also had friends among the upper management," said Nicholas Wittner, the younger of his two sons. "I have received so many heartfelt comments. It's been really moving." Mr.

Wittner stayed active in retirement. He was an usher at St. Thecla Catholic Church. "He and I were great hockey fans," his son said. "He loved gardening and anything that had to do with crafts.

He helped me renovate my first two houses." In addition to Nicholas, Mr. Wittner is survived by his wife of 52 years, Anna Maria; son Richard; four grandchildren, and two great-grandchildren. A funeral mass will be held at 10 a.m. today at St. Thecla Catholic Church, 20740 Nunneley Road, Clinton Township.

Burial will follow in Resurrection Cemetery in Clinton Township. By LEKAN OGUNTOYINBO FREE PRESS STAFF WRITER In the 1940s, Nikolaus Wittner and his fiancee fled communist Yugoslavia. They made their way to Austria where they got married and eventually moved to Detroit in 1950. Mr. Wittner had little when he first arrived in Detroit and did not speak English.

But that did not deter him from pursuing success. Taking advantage of the talents he had honed as a tradesman building cars by Nikolaus Wittner hand Austria, he took a job at Hudson Motor Car. In 1954, he went to work for General Motors Corp. as a tradesman and rose to the rank of general supervisor of the Chevrolet Engineering Center Experimental Shop, the division of the automaker that oversees the development of prototypes. Mr.

Wittner, a resident of Clinton Township, died Thursday of lung cancer at St. Joseph's Mercy of Macomb in Clinton Township. He was 76. Francesca Giglio Family owned grocery store Francesca Giglio, matriarch of a family that has run a grocery business in the Detroit area for nearly a quarter of a century, died Thursday at her home in Grosse Pointe Shores of natural causes. She was 103.

Mrs. Giglio was born Francesca Cali-mazzo in the southern Italian town of Fus-caldo in 1895. She had an elementary school education and Franceses Giglio moved to the United States with her new groom, Francesco, in 1920. In 1926, the family opened a grocery store on St. Aubin near downtown Detroit.

Of the family's stores, Giglio Markets remains in business only in St. Clair Shores. In addition to assisting her husband in the business, Mrs. Giglio was a full-time homemaker who raised five children, all of whom graduated from college. "She was very active," said her son Aldo Giglio.

"She was always healthy. She was still active and alert until a week ago when she started to fail." Her husband, a World War I veteran of the Italian army, died in 1966. In addition to her son, Mrs. Giglio is survived by sons James and Joseph; daughters Rose and Vera; four grandchildren, and two great-grandchildren. Visitation will be at 9:30 a.m.

Most of the 16-member Michigan delegation voted to expand gun controls. They included Rep. Bart Stupak, a Democrat from Menominee and an NRA member who usually votes with the NRA, and Rep.

Diederich, a retired sales engineer for H. R. Krueger died Thursday at his home in Beverly Hills after a brief illness. He was 77. Mr.

Diederich was born in New Castle, Ind. He went to public schools in Richmond, Ind. He attended the University of Cincinnati where he majored in mechanical engineering, but his schooling was interrupted by World War II. He left college to serve as a pilot in the U.S. Army Air Forces.

He was in the military from 1942 until 1945. He returned to school after the war to complete his degree and moved to Detroit in 1949, accord ing to his son, Craig Diederich. Mr. Diederich was an active member of the Boy Scouts of America, Theta Beta Pi fraternity and the Society of Automotive En gineers. A former resident of Franklin, he volunteered with the village's police department.
