Pitcher Rusty Meacham, called up Tuesday by the Tigers, was 5-0 at Toledo's Ned Skeldon Stadium.

He gave up only eight earned runs and held opponents to a .176 average. Infielder Johnny Paredes is batting .329 (26-for-79) in June. Shortstop Victor Rosario, acquired from Atlanta for pitcher Dan Petry, will join the Mud Hens today in Buffalo. And not a minute too soon. Rosario, who was batting .310 for Richmond with nine doubles, six triples and 26 RBIs, was batting .444 (12-for-27) against Toledo with 14 RBIs.

LONDON: London outfielder Lou Fra-zier batted .410 (10-for-24) last week with two doubles and a triple. He drove in five runs and stole two bases, raising his Eastern League-leading steals to 30. Pitcher Don Vesling improved his record to 3-1 with two victories. Mike Hansen (2-0) also won twice. THE NAME GAME: A look at the June draft list reveals some players who are ready for baseball's Hall of Names.

Milwaukee catcher Derek Ghost-law could come back to haunt the teams that didn't draft him. Toronto second baseman Edsel Ambrosina might have had a brief, disastrous career in the '50s. He's making a comeback. Blue Jays rightfielder Ricky Cradle is a definite sleeper. Baltimore hopes pitcher David Plaster can solidify its staff.

Two players bound for the International League are Toronto's Gregory Cuba (Detroit Southeastern) and Minnesota's German Casillas. Don't forget the Tigers, who drafted Reggie Jackson. But don't look for Reggie to hit too many dingers. This one's a pitcher. Expansion might extend his career and allowing five hits.

He won his second start Monday, with 7 scoreless innings against Indianapolis. His ERA is 0.53. "I probably couldn't be doing better," said Kaiser, 6-feet-3, 195 pounds. "I think the last three or four years I've thrown the ball as good as I ever have. "I've dedicated myself to get in the best shape I could.

I'm getting older, so I had to do something to help me stay in the game." Baseball normally has little use for thirtysomething minor-leaguers, but upcoming National League expansion might prolong Kaiser's career. "I just want to take advantage of this opportunity," he said. "At the end of the season I'll evaluate where I'm at and go from there. I'm not in a situation where I'll live and die with baseball, but the expansion in 1993 could open up some opportunities." Kaiser led Southgate Aquinas to the state high school baseball semifinals in 1978. He and Cubs pitcher Paul Assen-macher combined for one of the state's toughest pitching staffs.

He was drafted by Toronto in 1981, but stayed at Western Michigan and finish his degree. He was drafted by Oakland the following year. "My dad was big on me finishing school," Kaiser said. "I'm really glad I did. I haven't put the degree to work yet, but I would like to combine my baseball experience and hopefully land a job in a front office." MORE TOLEDO: Mud Hens pitchers have seven shutouts this season after only three all of last season.

So he called an old buddy from Downriver Jeff Jones, pitching coach for the Tigers' Double-A team at London. "He's a good friend," Kaiser said. "I guess he relayed information about me to Joe McDonald," the Tigers' interim general manager.

The Tigers called Kaiser two weeks ago after Toledo pitcher John DeSilva was sidelined because of a sore elbow. Kaiser jumped into his car and drove to Toledo. "When they called and said they needed a pitcher, I didn't ask any questions," Kaiser said. "I told them I just want to contribute to the team. The sobering statistics Anderson offered as Exhibit A seemed to explain why it happened.

Low batting averages and high earned run averages are the big reasons a team is always susceptible to a blowout loss and why it will lose more games than it wins. But this simple explanation doesn't tell the whole story of the Tigers. A team that hits in the and gives up about 4V4 runs a game should find itself more than two games under .500. Yet the Tigers continue to flirt with .500, entertaining thoughts of becoming a factor in the pennant race. "I really believe this team can contend," pitcher Frank Tanana said.

"But we're going to have to put together a streak pretty soon or we can forget about it." If you come to Tiger Stadium on a night when the Good Tigers show up, you might share Tanana's optimism. But if you're there when the Bad Tigers appear, forget it. Look what has happened while the Tigers split the first six games of their current oh, bay! oh, no! home stand. In their three victories, they have shown the skill and character of a contender. In one, Tanana outdueled Cy Young winner Bob Welch.

In another, Mickey Tettleton knocked in six runs as the Tigers flexed their many muscles. And in the third, the Tigers twice rallied from late-inning deficits. But their losses showed the Tigers' warts that have stopped them from becoming a legitimate contender. In one, the Tigers suffered an irritating one-run defeat because of their failure to get runners into scoring position with fewer than two out. In another loss, the frayed bullpen continued to show how tough it is to carry a team for two successive seasons.

After a strong start, the relievers have a 6.75 ERA over the last month. In the third loss, the Tigers were hurt again by the lack of depth beyond their three top starting pitchers. With their unusual makeup, the Tigers will continue to defy statistical analysis all season. But whether they can defy logic, too, by climbing into the AL East race remains the big question. 0 0 4 1 1 4 2 7 2 6 .272 81 .257 191 10 22 20 49 BATTING Carlos Maldonado Steve Green Brian Cornelius Warren Sawklw Rick So4lors Kirk Mendenhal Eric Albright Denny Mcnamara Basilk) Cabrera Ron Howard Rudy Pemberton Jose Anglero Mike Rendlna THE PETRY FILE Career statistics for Dan Petry, who was traded to the Atlanta Braves by the Tigers Tuesday YEAR W4.

The Tigers also saved money by trading Petry, who will make $650,000 this season. But with the financial gain came the loss of "a quality individual," manager Sparky Anderson said. SO: Moiiior 2, Yount, Vaughn, Phillips, STABILITY: The Tigers made a smart move last week when they extended Anderson's contract through 1994. The short-term benefit was that it bought the organization a respite from the negative news it had been finding on its doorstep almost daily. Long-term, it gives the rebuilding Tigers stability in a key position. "I think all the organizations should look at managers like Tony in Oakland, Tommy in Los Angeles and myself," Anderson said, referring to Tony La Russa and Tommy Lasorda. "They should realize that these clubs don't keep changing managers and are successful.

Maybe that will get them thinking that's the way we should go." LAST CHANCE? We might have seen the last of Kevin Ritz in Detroit. The talented young right-handed pitcher with the severe control problems was sent back to the minors Sunday after muffing another great chance to stick in the majors. Ritz has shown that he can pitch in the minors. So even if he does well at Toledo, it's doubtful the Tigers will risk another big-league trial. The best thing for Ritz probably would be a fresh start with another team.

JUST ASKING: Would you buy a ticket to watch the punchless, colorless Cleveland Indians? Why couldn't Joe Carter do for San Diego what he's doing for Toronto? Do you get the feeling Lou Piniella and the Reds might part company after this season? Anyone else who picked the Cubs to win the National Leaeue pennant Whitaker, Fielder, Deer 2, Cuvier i. IP ER BB SO EIGHTH INNING TIGERS, from Page ID Terrell left in the eighth after the Brewers had scored one run for a 4-2 lead. There were two runners on and two outs when Gibson relieved. But Gibson allowed all four hitters he faced to reach base and it was 7-2. Leiter came into a bases-loaded situation, and the inning continued when Billy Spiers beat an attempted force at second.

With the score 8-2, Darryl Hamilton dropped a double to left, clearing the bases and making it 11-2. "We had productivity from top to bottom in the order," manager Tom Trebelhorn said. The Tigers had production from two players Travis Fryman and Tony Phillips, each with three hits. Fryman hit his eighth homer. Brewers starter Bill Wegman (3-3) pitched six innings for the victory.

Terrell had to figure he was in trouble again when the Brewers used a couple of scratch hits to score their first run. With two outs, BJ. Surhoff reached first when his grounder bounced away from first baseman Dave Bergman. After Robin Yount lined a single to left, Greg Vaughn's checked-swing bloop to right scored Surhoff. The Brewers went up 3-0 before the Tigers scored on Fryman's fourth-inning homer.

The Tigers cut the lead to 3-2 in the sixth on Fryman's double, a wild pitch and Mickey Tettleton's RBI grounder. Bergman's leadoff single in the seventh prompted lefthander Mark Lee out of the bullpen. Lee retired the first two hitters before giving up Phillips' third hit, a single to left. With the tying and go-ahead runs on first and second for the Tigers, Lee retired Lou Whitaker on an infield bouncer to end the inning. Whitaker fouled off a number of pitches before finally making the third out.

"It was a good-at bat," Anderson said. "Getting Whitaker was the turning point," Trebelhorn said. "It was 3-2 at that time, and if we don't get Whitaker, we've got trouble." But the eighth inning came and it was the Tigers who had thtrouble eight runs' worth. 6 1 1 1 Mlwauke Wegman (W 3-3) Lee Holmes Knudson Detroit Terrell (L 3-8) Gibson 72-3 0 11-3 1 Leiter Wegman pitched to 1 batter In the 7th, Gibson pitched k) 4 batters In the Blh.
