The plan, announced Thursday, targeted more money for a Pentagon attack on cocaine traffickers and urged the death penalty for drug kingpins. Although the proposal would apparently not mean additional funding for Michigan, Donald Reisig, director of the state's Office of Drug Agencies, said it would make state and local agencies "vital partners" with the federal government in anti-drug efforts.

"We are particularly pleased with the president's new emphasis on basic research. The federal government has resources and capabilities to engage in the massive efforts necessary to develop better methods of treatment," Reisig said in a statement. But Joan Walker, administrator for the Michigan office of Substance Abuse Abuse chief says more money needed Services, was disappointed that Bush allocated only one-third of his drug-control budget for education, prevention and treatment. Walker said a better division would be half for education and related purposes, with the rest for enforcement. "To be successful in the war on drugs, you have to influence values and behavior.

And it was with the organ that Mr. Davis made significant contributions to Hope College, said his friends and colleagues. "I think he was more entranced by the music of Bach than anything else and the organ was a primary medium for Bach's music," said his companion Norene Walters. Mr. Davis, a professor of music at Hope College in Holland for 27 years, died of lung cancer Thursday at his Holland home.

He was 55. "He developed an organ instructional program that is the envy of other schools of our type across the country," said Dr. Robert Ritsema, chairman of the Hope College music department. Mr. Davis was a versatile man, who wrote books and built organs, Walters said.

His book "The Organist's Manual," received critical acclaim and contributed to musical education, she said. At Hope, Mr. Davis taught organ, music theory and music history, said Walters. He also was the college organist, directed the college chorus for 20 years, was chairman and program director of the Christmas vespers for 10 years and started the Tulip Time organ recital series in 1971. He managed the series until 1988.

Outside of work, Mr. Davis, a talented craftsman, built an addition to his 1904 home in the style of the period. In the addition, he kept a two-manual pipe organ he designed and built, Walters said. "He was never lost for something to do. He always had many creative things waiting to be done," she said.

Survivors include his mother, Lucy T. Davis; daughters Cynthia Towell, Laura and Lucy; a son, Eric; a brother, two sisters, and two grandsons. A memorial service will be at 4 p.m. Tuesday at Dimnent Memorial Chapel at Hope College. Funeral services will be private.

"1 always said about my dad that he could have the devil sitting on one end of the table and God sitting on the other side and sit down and write a contract," Joel Leach said. "He just liked people." The Detroit native died Monday at the Veterans Administration Hospital in Allen Park from lung cancer, his son said. He was 69. At the age of 19, Mr. Leach became the first president of UAW Local 544 in Detroit said John Coyne, International Representative of the UAW Retired and Older Workers Department.

Mr. Leach served as president for the next three years. He went on to work for the UAW international staff and was a delegate to the 1947 UAW international convention, Coyne said. Mr. Leach later became a truck driver and was active with the Teamsters Union, Joel Leach said.

He retired in 1971. After retirement he moved to Lexington, where he opened a party store with his two sons. He was driven by his enjoyment of people, his son said. "He was always getting people out of trouble He just believed in people," he said. Mr.

Leach was always there for his family, said his son. "As of right now, I don't know who to turn to for advice. He was the best buddy I've ever had," he said. Other survivors include his wife, Irene; daughter, Julie Leach; son, Noel; two sisters, and three brothers. Funeral services are scheduled for 11:30 a.m.

today at the Harold Vick Funeral Home, 140 South Gratiot, Mt. Clemens. Burial is to follow in the St. Peter Cemetery, Mt. Clemens.

Deaths Elsewhere John Dillard Reynolds, grandson of former tobacco industry executive RJ. Reynolds, fell to his death from the llth-floor balcony of a hotel outside Orlando, on Monday. He was 54. Spokesmen for the Orange County Sheriffs Department said witnesses saw Mr. Reynolds climb the balcony and prepare to jump.

Patrick Reynolds, his half brother whose book, "The Gilded Leaf," chronicles three generations of the Reynolds family, described Mr. Reynolds as a "dear, sweet, good" person. He was the second of four sons born to Richard J. Reynolds Jr. and his first wife, Elizabeth Dillard Reynolds.

John J. O'Shea, 70, a Democratic Party leader and aide and speech writer for Presidents John Kennedy and Lyndon Johnson, died Tuesday in Philadelphia of a heart-related ailment. Mr. O'Shea's government service began after World War II, when he became a consultant to the State Department. He helped direct the first international observance of United Nations Day and was President Harry Truman's undersecretary of labor.

He was president of Thomas J. LaBrum Associates a Philadelphia-based public relations firm, from the mid-1960s until his retirement three years ago. Damaso Alonso, a poet, writer and scholar who was director emeritus of the Royal Academy of the Spanish Language, died Wednesday in Madrid after a long illness. He was 91. His best known works included the volumes of poetry "Pure Poems, Poems of the City" (1921) and "The Sons of Anger" (1944) and his collected poems "Man and God" (1955).

In 1978, he was awarded Spain's Miguel de Cervantes Prize, the highest literary prize for Spanish-language writers. Charley Eugene Johns, 84, who was governor of Florida for 15 months in the mid-1950s, died Tuesday in Tallahassee after a lengthy illness. Mr. Johns became governor in 1953 after the death of Gov. Daniel Thomas McCarty.
