While signing them, he noticed similarities in at least four tignatures, Fischel said. The Detroit schools rely heavily on enrollment figures for state aid, which amounts to about $3,300 per student. The state bases aid on the final student enrollment count on the fourth Friday of September. After suffering enrollment declines in kindergarten through 12th grade for several years, Fischel argued, adult enrollment is crucial for state aid to Detroit schools.

The state never investigated the allegations of fraud, Metty said. Jacobs' allegations implied someone was padding student enrollment to increase state funding. SMITH By Darryl Fears Free Press Staff Writer A former Detroit schools teacher who was abruptly transferred from his job after reporting possible fraud in enrollment figures was awarded $70,000 by a Wayne County Circuit Court jury. The six-member jury on Wednesday found that Martin Jacobs, an adult education instructor, was unfairly offered a job as a substitute teacher in 1986 after informing the state Department of Education that handwriting on many enrollment cards seemed to be identical. Jacobs refused the substitute's job, said his attorney, Bill Fischel.

But Lynne Metty, an attorney for the schools, said Jacobs simply left without giving notice. Metty added that Jacobs didn't bring his allegations of possible fraud to school officials before approaching the state. After the state contacted Detroit officials, they approached Jacobs, who refused to show up at several scheduled meetings. When a meeting finally was arranged in January 1986, Metty said, "He refused to answer any questions." Defense attorney Bill Fischel said his client refused to show up at meetings without union representation. At the January meeting, Fischel said school officials assigned him to a substitute's job before any discussion began.

He retired from Detroit Edison in 1975 after having worked there for 41 years. When Trenton was still a village, Mr. Blair served as its assessor from 1947 to 1957. He was a member of First United Methodist Church for about 68 years and taught Sunday school. He also was a former Boy Scout leader.

Other survivors include his wife, Virginia; a daughter, Sara Pittman; sons James, Alan, and Thomas; two sisters, and 14 grandchildren. Burial is planned in Michigan Memorial Park, Flat Rock. PATRICIA GUGEL, 63, of Northville, a former coordinator of Schoolcraft College Extension Services, died Tuesday of cancer at the University of Michigan Hospitals in Ann Arbor. As coordinator, Mrs. Gugel had supervised programs that retrained women in state prisons for vocational jobs after their release.

She also taught a course in criminal justice, said her son, Craig. She retired last year after 18 years. "Our prison program was a quality program because of Pat," said Saundra Florek, director of Institutional Advancement at Schoolcraft College. "So many people have problems working with prisoners. Pat really cared for them and yet she had this discipline." She received a bachelor's degree in sociology from Mary grove College and a master's degree in criminal justice from the University of Detroit.

She was a member of the Schoolcraft College Foundation and Nomads a travel club in Romulus. She also belonged to St. Colette Catholic Church in Livonia. She was born Patricia Angela Sullivan in Detroit. Other survivors include a son, Paul; a daughter, Jeri Anne Mitchell; three sisters, and a brother.

Judith Jamison, the artistic director of the Ailey company, recalled Bailey as "a great artist who was genuinely devoted to dance. "He had the ability to connect with his audience in a very special way Detroit should be proud to have produced such a glorious artist," she said. While reviewers often noted the confident athleticism Bailey brought to his performances, fellow dancers recalled the perfectionism he strove for, both as a dancer and as a teacher of Ailey's master classes.

"He had such an eye for detail. Fellow dancers would say 'nobody will notice that my foot is not in exactly the right place' but he'd say, 'no, that's the way it has to said Don Washington, the Ailey company manager. Mr. Bailey was the principal dancer with the Ailey company for 10 years. While performing in Detroit in February 1989, he injured himself but insisted on performing, Washington said.

He was 96. He also was the author of "Apostle in a Top Hat," a biography on Frederic Ozanam, founder of the St. Vincent de Paul Society. The book won Mr. Derum the Christopher Book Award for his literary achievement in 1961.

"He was very interested in the Capuchin order, but also the life of Father Solanus Casey," his son, James said. Mr. Derum also was a member of the St. Vincent de Paul Society at the Sts. Peter and Paul Jesuit Church in Detroit.

"He was a very interesting person to talk to," said Brother Leo Wollenweber of the Capuchins, a friend of 30 was very interested in community affairs and the people, and just a very good friend to everyone." He was active in the Capuchin Charity Guild, a fund-raising arm for the Capuchin Soup Kitchen in Detroit. He also was a member of the Father Solanus Guild, a group of lay people who support his canonization. Mr. Derum met Casey just once before Casey died in 1957'. The chance encounter proved to make a lasting impression.

"The Porter of St. Bonaventure's" was published in 1968. Mr. Derum worked as a sports reporter for the former Detroit Journal and Courier around 1918, and later as a copy writer, his son, James said. He also is survived by four grandchildren and eight great-grandchildren.

The funeral will be at 10:30 a.m. today at St. Bonaventure Monastery, 1470 Mt. Elliott in Detroit. Burial will be in Mt.
