Keene free despite U.S. charge CHESTER -- Raymond (Moose) Keene, 42, a key figure in a highly publicized case involving involving Mayor John H. Nacrelli's daughter, Kathy, is on federal parole until Dec, 25, 1979, on drug charges. Keene, of the 700-block Hayes St., Chester, has n o t ' been charged with violation of parole, a reliable source said, pending disposition of local drug charges against him in connection with his arrest May 4 during a · conn-' tywide raid by county, state and : federal authorities. Keene, a reputed member of the Pagans motorcycle club and former member of the Warlocks and Mongols motorcycle clubs, is one of the principal figures in an incident March 5 during which and Kathy' Nacrelli, 19, were released by Chester police after a car stop. Police confiscated a quantity of marijuana in Keene's car /believed to have been stolen from a Chester woman. AS A result of the later action at the police station, Capt. Gerhard Steppke was arrested and held for trial on eight charges in connection with tampering tampering of evidence. Keene was arrested along with Kathy Nacrelli May 4 during a series of drug raids which netted more than 40 suspects on drugs and firearms charges, some of them motorcycle gang members. Delaware County Prison in Thornbury discharged Keene on bail May 9 after he posted bond on a total of $50,000 bail on two different drug charges, according to the county clerk's office. Bail was reportedly posted by Keene's parents. SOURCES questioned about how Keene, could be freed said - that if evenvif a detainer is placed against a person, a person can make bail even though he is on federal parole. " · " · · ' The fact that he's arrested, is not a violation of parole," the source said. "But if he's convicted convicted (on the recent local drug charges), it's an automatic violation (of parole)." On May 10, it was recommended recommended to the federal parole commission that a warrant for violation of federal parole be issued for Keene,. but a warrant has not been issued as of Tuesday. Keene has a continued preliminary preliminary hearing May 25 before District Justice of the Peace Dewey LaRosa of Upper Providence. Providence. KATHY Nacrelli also has a hearing there that same day on drug charge. On Feb. 29, 1972, Keene was arrested by federal drug agents at his former 1200 block Potter apartment where 7,000 LSD tablets and quantities of hashish and marijuana were confiscated. Keene in 1972 began serving 16 months of a three-year federal sentence for selling drugs. He was released on federal parole July 26, 1974. As is customary, Keene was also required to go on special parole in connection with the narcotics violation until Dec. 25,1979. KEENE violated his parole and had a parole violation hearing in March 1976 before a U. S. magistrate, after which his parole was revoked March 29 1976. On Dec. 26, 1976, Keene was released from a halfway house inCamden, N. J., and permitted to serve his special parole time. Meanwhile, Keene is now free on bail in connection with his May 4 drug arrest, while at the same time on special federal parole.
