The Ohio River served as a boundary between slave states and free states. So when it froze over in early 1856, it allowed escaping slaves to cross the river more easily. This article calls the freezing of the river "unconstitutional" to poke fun at the argument that anything that helped slaves escape was supposedly unconstitutional.
