LITTLE ROCK. Ark, Dec 1 (ANP) Having passed all required tests for a local pilot's license In Arkansas, the Department of Commerce, through its local Inspector. C W. Buckley, has granted Its first license to a Negro authorizing him to operate as a privite pilot, it was announced here at the Municipal Airport Tuesday. The successful applicant was Pickens Black of Auvergne. In Jackson County. Black bad been taking lessons during the past year from Howard Trunnell of Newport and also from the Air Travel School of Flying, located here. Black is the first Negro to get a license Tn Arkansas and one of the few In the United States. The requirements for a private license to pilot stipulate that there shall be no license issued until the applicant shall have had 10 successful "solo hours'" time for a local pilot's license, it Is said. Black contemplates buying a plane to qualify for a limited commercial license by doing 50 "solo hours'" time
