JlGflllSTS TO LOBBY FOB it nil 1 i ii in iuliri i nmiL IILH Ullfld Want Lands of Railroads Held In Irrigation Districts as Taxable Property t COMMITTEEMEN NAMED Resolutions Adopted Asking Changes in Statutes Making Bond Sales Easier irpsiOGK Deoemberi 19 A oon Ttntloa of th - Irrigation Districts Association of California wai htld hT8 Wednesday The dlarloti represented were Turlook Modesto South Sin JoaquInOakdaland AUa Imperial and 1 Mesa were not rop - resented The convention was pre sided over by Peter Sohulp ot the Alta district president of the association A resolution was adopted favoring legislation that will prevent the exclusion ot lands trom Irrigation districts on the ground that suoh lands are not available or agricultural purposes This aotlon was taken as result of suits now pending whereby the Southern Faclflo company is attempting to have Its rights of way excluded from the Oakdale and South San Joaquin districts Another resolution was adopted favoring legislation laws whereby Irrigations bonds more salable but which will not work any hardships on the taxpayers A third resolution favored a ohaTige In the Irrigation laws whereby tho directors would have power to fix the rate of lnteresttn unpaid warrants At prusent the fixed rata Is 6 per oont It was ordered that a legislative committee consisting of one member from each district be appointed to oonfer with the Legislature during the oomlng session regarding matters of Importance to Irrigation lntorests The following were appointed John A Orr of Turlock chairman J B Trask of Modesto W O Hamilton of Imperial Charles Sampson of La Mesa Peter Schulp of Alta C M Stelnegu of South San Joaquin and J M Murtha of Oak - dale There was a sharp discussion and division of oplnlonTis to the Indorsement of A L Cowell ot Stockton for membership In the new water commission Cowell was Indorsed over a year ago before the water commission act was held up by referendum It has reoontly transpired however that he Is not acceptable to the present State administration Other candidates had friends In the convention Including John Fair - weather of Fresno J S Boone of Dl - ntiba and County Surveyor E H An - near of Stanislaus county The matter wae finally compromised by the adoption of a resolution requesting the Governor to name one member of the commission from the San Joaquin valley A committee consisting of J A Orr of Turlock J B Trask of Modesto and W J Woodward ot Man - teca to present the matter to Governor Johnson 8 A Hultman of Turlock was elected vice - president of the association to succeed T A Owen of Iiughaon resigned The new Anderson - Cottonwood Irrigation district which was reoently organised was admitted to membership In the association
