A ran ha of Brazil, Takes Helm of Security BY FRANCIS W. CARPENTER LAKE SUCCESS, (a-)--Dr. Oswaldo Oswaldo Aranha, a successful Brazilian Brazilian revolutionist and a lifelong friend of the United States, became chairman of the United Nations security security council yesterday.
