CIO ISSUE OF HOMESTEADERS Federal Pants Factory in Westmoreland Co. Shut Down By Strike. Greensburg, Pa., Oct. S — </P) —' A recently completed $200,000 pants factory, built by tho federal government in nearby Mt, Pleasant Township to give employment to homesteaders at Norvelt, was closed today by a strike ot eight women and ton men workers. Mrs. Sarah Karp, president of tho Norvelt local of the United Clothing Workers of America (C.I.O.), said tho strikers,demanded recognition of the union as exclusive bargaining agent for the factory, reinstatement of a dismissed watchman and a closed shop with checkoff of union dues, She said wages wore not an Issue. An arrangement with tho government provides that the first 20 per cent of the factory's annual profits goes to employes as a profit-sharing bonus, Tho workers struck yesterday,
