MAYOR KNIFFEN WINS OUT. Mayor Kniffen has won out in his battle with the councils of Wilkes Barre and both of his appointments that were held up, Dr. Wolfe for city bacteriologist, and Thomas A. Barrett for street commissioner, have been confirmed. They will at once enter upon the discharge of their duties. Mr Barrett, who is a former resident of this city, was an employe of the Wilkes - Barre Record when he suggest - ed Mr. Kniffen for mayor and It was expected that he would be suitably re warded. Objection to the appointments was principally directed at Dr. Wolfe. When his friends rallied in sufficient num bers to put his name through, it . was seen that it was no longer desirable to use Mr. Barrett as a club over the head of the mayor and he too was allowed the reward for which he had been waiting for several weeks. There was never sense back of this opposition to either Dr. Wolfe or tMr Barrett. Mayor Kniffen. was entitled to the privilege of selecting his own cabinet. In tha't way only could he assume responsibility for the success ful conducting of affairs. When the counjcils of Wllkes - 'Barre sought to deny this right to the new mayor they set their faces against public opinion and in time were compelled to give way, just as everyone knew that they would. - I
