S»pt. 11, 1975 7 Texas and Her Constitutions Limit Put on President Term The Constitution of 1836:' limited the term of the" president and provided that he could not hold two consecutive consecutive terms. These were among several ; provisions directly resulting from Texans' dislike for Santa Anna and for certain phases of the Mexican Constitution. Santa Anna has used the power of the presidency to perpetuate himself in office and had used his position as commander-in-chief commander-in-chief of the army to overthrow his opposition. The Texas Constitution forbade the president to take command of the army without specific approval of congress. These restrictions were to provide a rocky road for the new Republic, with Sam Houston's two terms as president interrupted by that of Mirabeau Lamar (later tc be namesake of the Northeast Northeast Texas county.) Since the two presidents were diametrically opposed in matters of economy, Indian policy and military ventures, the infant Republic followed an erratic course in its first years. Their new constitution guaranteed citizens freedom to practice the religion of their choice. To insure further separation of the church from politics, ministers and priests were forbidden to serve as president or as members of congress. In order to guarantee more freedom of the individual from oppression by his government, a Declaration of Rights was included in this constitution. It was patterned patterned somewhat after the amendments to the U.S. Constitution, known as the Bill of Rights, though not so inclusive.
