Butler, 73, former Iowa congressman and credited with having been the first sprinter timed timed at 10 seconds flat in a 100-yard dash, died at his home here today. Before coming to Kansas City where he was employed in a until he became ill two months Butler practiced law in Iowa and was elected to Congress in 1890. claimed the record of never having missed a day's session while serving in the House. He was a graduate of the University University of Wisconsin where he achieved a reputation as a sprinter anct a college wrestler. The former congressman is survived by three sisters, and two brothers.
