U. S. Chess Title' Won By Brooklyn Boy, 14 CLEVELAND. Aug. 17 When tournament directors last night declared defending cham pion Artnur B. Biseuler. 26. of NeV York the winner of the U. S. Chess Federation's Open Tournament, 14-year-old Bobby Fischer protested that there had been a mistake in the scoring. Tournament officials spent an hour checking the complicated chess scoring system and then discovered they bad awarded Bisguier too many points. They reversed their decision and declared Fischer the new open champion. . He is the youngest player ever to win the tourna- : mem. Fischer and Bisguier, who was dropped into second place, split the top prize of $1,300 under tournament rules. Some 178 chess players from the United States, Canada and Mexico took part la the 12-day tournament
