Rich Charges Bates .^-.''Double-Crossed' Group ,f in Manufacturing Quiz WASHINGTON, Dec. 10—!/P>— Representative Rich (R., Pa.), charged today at a House committee hearing that Sanford Bates, director of the Bureau of Prisons, had "double crossed" members of the committee of representatives investigating government competition with private business by installing equipment for the manufacture of furniture at the federal prison in Lcwisburg, Pa. Rich made his statement after C. P. Garvin, representing the National Stationers association, had testified that the steel furniture equipment in the Lewisburg prison "would enable, the manufacture o f more steel furniture than all other private makers in the United State:; combined." A member of t.he committee hear'.«'d by Representative Shannon (D., Mo.), Rich said, "if I understood him correctly, and I think I did, Bates came here and told us that he would try to stop the placing of high speed machinery in that Lewisburg prison." "Instead,' 1 he said, "I understand that the high-speed machinery ir> being, or has been installed, aivl that it will manufacture steel furniture in direct competition with private business. "Bates said he would try to arrange work for the prisoners that would keep their hands occupied and that he did not wish to compete with private business. "I consider that he has double- crossed this committee." An attempt was recently made by Representative Stafford (R., Wis.), also a member of the Shannon committee, to keep an appropriation in the Treasury-Postoffic.:? supply bill from being used to buy prison-made products to equip government buildings.
