NFG Rates Go Up Again by JOHN YATES Herald Editor Residential heating bills will be 28.8 percent higher than a year ago to reflect a state order to cover penalties imposed by pipeline companies for breaking contracts, The Herald has learned. National Fuel Gas spokesman David Waples confirmed confirmed that the Pennsylvania Public Utility Commission's order to pass on the cost of pipeline contract penalties to customers would result in $4 million in added heating costs annually. The PUC order tacks on 12.88-cents per thousand cubic cubic feet-of gas to pay for the pipeline penalties, which are called transition costs.
