if Robert E. Lee, citizen WASHINGTON (UPI) - Robert Robert E. Lee regains his citizenship today. President Ford arranged to sign an amnesty resolution restoring the citizenship of the Virginia general 110 years after he surrendered his Confederate forces to Gen. Ulysses S. Grant at Appomattox. The signing ceremony was at the Custis-Lee Custis-Lee Custis-Lee Mansion in Arlington, Va., Lee's home before the Civil War, now a national monument directly across the Potomac River from the Lincoln Memorial. Today's event came about with passage two weeks ago in the House of a resolution priginally sponsored by Sen. Harry Byrd Jr. of Virginia to restore Lee's citizenship because because his original application for it was lost a century ago. On June 13, 1865, Lee first filed an appeal for pardon and citizenship with President Andrew Andrew Johnson. But historians say Lee wasn't aware a loyalty oath was required as the price of forgiveness for all officers of the rebellion. After learning of the need for a loyalty oath, Lee went before a notary public in Lexington, Va., Oct. 2, 1865, and swore "in the presence of almighty God that I will henceforth faithfully support, protect and defend the Constitution of the United States and the union of the states thereunder ... so help me God." But the document vanished. Without it, neither Johnson nor Congress could do a thing about the petition. Lee died in 1870 a man without a country. -t -t Five years ago, an archivist found the missing document in a nondescript cardboard box of Civil War era State Department papers.
