CHINESE LOTTERY ORDE RED CLOSED BY OFFICIAL OF CITY An alleged Chinese lottery operating under a keno gambling license at 223 Lake street was ordered closed today. LeRoy F. Pike, city attorney, ststed that he had notified James T. Boyd, attorney for J. B. Crane, operator of the Lucky Club, to discontinue the game, or the police would close the place. A special meeting of the city council was called for late this afternoon, and Pike Indicated that he would ask that the crap and poker licenses held by the club also be revoked. The Chinese lottery problem and the Lucky Club -have been before the city council several times, and the matter has also gone lnto-the district court. The lottery game conducted by Woo Sing, Chinese gambler, was raided by the police last fall when It was charged that they were operating without any kfnd of gambling license. Some of the Chinese arrested at the place were convicted In the city court, and they appealed, but the city's charges against them were later dismissed when WocSing agreed to close his club. Later Woo Sing applied to the council for a keno license, for the Lucky Club, which Is located a block north of the Chinese gambler's former club. The council denied the license, and Woo Sing took the matter to the district court, claiming that the council did not have the power to deny his application. Yesterday afternoon Judge B. F. Curler sustained the city's demurrer to Woo Sing's complaint, holding that the city charter gives the council power to regulate gambling, prescribe the locations for gambling houses, and also deny licenses if the council finds it proper. Before Judge Curler gave his decision. J. B. Crane, who formerly was employed by Woo Sing, applied for keno, crap and poker licenses for the Lucky Club, and after a stormy session of the council, with Boyd, Crane's attorney. City Attorney Pike, and Councilman W. A. Justl taking part, the council finally decided to issue the license for a "lawful keno" game. Pike today declared that the keno game being operated by Crane Is a Chinese lottery, and Illegal, under the state laws.
