Funeral Mondav 9 a.m. from the Frontciak Funeral Home, 5326 McDougall. SI. Hyacinlh Church al 9:30. WASHINGTON (AP) -The new director of the Occupational Safety and Health Administration says she intends to shed the agency's image as a nitpicker and instead concentrate on hazards that threaten to kill workers at their jobs.

Eula Bingham says her hope is to turn the troubled agency into a partner of industry rather than an adversary. She thinks OSHA's continued survival depends on her success. "I don't want to see it go down the drain until it has had a chance to work," she said in an interview. "That means cutting out the Mickey Mouse aud focusing 011 the truly hazardous situations that make people sick and die." Ms. Bingham has taken on one of the toughest' jobs in the Carter administration, running an agency that has been criticized by industry and labor since its creation in 1970.

counting Office said in a report that, at OSHA's present rate, "it will take more than a century to establish needed standards for substances already identified as hazards." "My main concern is to vigorously go after those areas that we know cause irreversible disease and death," said Ms. Bingham, formerly associate director of the Institute of Environmental Health at the University of Cincinnati Medical School. An example came earlier this month, when less than two weeks after receiving new scientific evidence linking benzene with cancer, she issued an emergency standard sharply restricting worker exposure to the common industrial chemical. Emergency standards may be issued without public hearings while permanent rules are prepared. However, they are limited to situations where lives are threatened and employes face "grave danger." Tuition and placement assistance. 2293J Woodward Ferndaie SAN ANTONIO, Tex (AP) Another victim of the world's worst aviation disaster at Tenerife in the Canary Islands has died at the Brooke Army Medical Center, officials said Saturday. Mary K. Hess, 38, of Phoenix, died about 11 p.m. Friday night, a spokesman for the U.S.

Army Institute of Surgical Research said. Mrs. Hess was among the 12 victims brought to the institute's burn center here on March 30, three days after a Royal Dutch KLM 747 jumbo jet collided with a Pan Am 747 on the runway at Los Rodeos Airport. The death count from the disaster now stands at 581. Two more victims remain in very serious condition at Brooke.

Three patients have been discharged, six have died and one other has been transferred to a civilian hospital in California, the spokesman said. All 248 persons on the KLM flight died in the collision while 67 of the 396 passengers aboard the Pan Am charter flight survived.
