HAMMOND i PAttDOS. Andrew Johnson having released nearly all the great crimmala convicted of crimes against the Government and people of the United States, restored to liberty the living conspirators who were participants in the greatest crime of this 'century," and 1 given up the remains of those executed, in order that their relics may be received by unrepentant rebels as those of martyrs who died in a good cause, he will soon be sighing that there Remain no other villains to receive his and benediction, while hispewer jo give them is fast slipping away. He has set loose Conoverj described as "one of the meanest and most despicable wretches thrown to the surface by the and turmoils of civil war," a "mercenary who "stood ready to serve one party or the other with-equal earnest ness," according aa one or the other were willioe to pay. "Assuming the character of a spy, he flitted from point t6 point, and hung about the councils of Confederates and Loyalists, picking up crumbs of information, which he was not slow to piece out by deliberate lies and unmitigated perjury, until they assumed a remarkable character. In this way, he swindled the President and War Depart ment, and instigated several measures which the Government was subsequently to retract, and which would not have been taken but for his false in formation." lie took his imprisonment coolly, say ing that he had assurances that the Pres ident would pardon him, arrangements to that effect having been made prior to bis conviction.

The notorious Blaisdell, recently convicted of enormous frauds in 'distilling cautioned the offi cials not to be in haste to convey him to prison as it would be useless expense, a pardon being certain to reach him with in a few Thus far. the executive clemency has not been extended to him; but one of the most notorious of the "Whisky Ring," Devlin, haB been releas ed, and Blaisdell will probably not have long to pinej in prison for his glaring misdeeds. Of Devlin the Evening Post speaks as follows: It will be remembered that John Devlin, who had been convicted of defrauding the government at the Brooklyn Navy Yard, was pardoned in 1855 by President Lincoln. He then devoted all his energies to devising and carrying out new frauds he succeeded in corrupting the whole revenue service of the'district in which he lived, employed several revenue officers to carry on their offices wholly for his. benefit, in bold de fiance "of law, hired a large number of men to commit perjuries habitually, and swindled the Government directly out of several hundred- thousand, dollars.

After a long contest, in whiclr" every means wealth," cunning and influence could control were used to protect him Devlin was convicted on one of a score of charge's, and again sent to the Penitentiary ior two years. r- It is rather in Johnson's favor that he seems to understand that he is taking upon his own Bhoulders a portion of the of infamy borne by those convicts, nnd tries to make other high officials share it with him. He declares that Devlin's pardon was asked (on account of some legal informality, it is said,) by "Gen. H. W.

Sweeney, the Hon. W. 13. Robinson, M. and other respectable citizens of New York," Mr.

Pillsburyj Superintendent of the Penitentiary, and many members of the New York Legislature. It is quite right that those who signed, uch a request should be made to take their share of the reproach that belongs to the act The setting loose of great criminals for political reasons, is one of the prime causes of the prevalence of high-handed crime and daring villainies which make the chief cit; of the continent a place where men live in constant terror of the loss of life and property. vv SOVTHEltX HEX OVFED. The Norfolk, Virginia, Journal expresses itself with its customary good sense in deploring the success of Brick Pome-roy'a paper. It remarks: "Its influence has been very baneful upon the South, both in exciting false hopes in.

our people, among whom the La Crosse Democrat was extensively 'r culated, and in stirring up the hatred of the Northern people against the South, aa that paper Bet itself forward as the peculiar champion of our people, and the exponent, of their views. When will, there be common sense enough in our people of every section to prevent tbeirr encouraging men of all parties whose only talent is that of inciting the 'evil passions of one section against the other? The result of the Writings-of such men is but to keep wounds festering that would, bat for them, have long since healed. The nation suffers by the jealousies and hatreds thus perpetrated in all sections, while those that do the mischief become enormously wealthy and i'laugk-' at the folly of those who have made them so, for whom they care not a straw." Of this the Boston Advertiser says: While the proprietor of the. "red hot' sheet found it much for his teres to make hia paper what it was that he could boast of having obtained for it the largest circulation of all weeklies in the country, the Republicans could hardly be blamed for- referring to it as, a represen tative journal. These great mistakes appear to have been that of the Southern orators and journals, who were encouraged by it, to echo the same sentiments still more loudly.

They seem to have been led by one blusterer to believe that the old days had come back, and that their clamor joined to that of a minority at the North would frighten the country. A faction at the South has shown itself so incapable of comprehending the logic nf ts. and so faereely determined never lo profit by any lessons of the past, tvUt have little hope tnat toe same mistake may not be repeated to the end of time. i COMBINATION. Thn announcement, already made by us In regard to he consolida tion of two papers in Lawrence and one in Ottawa is now confirmed by the pro prietors of those papers.
