8:00 p. m. CD 53) Hawaii Five-0. A smuggling episode with a fishy flavor. A tuna boat hustler and his shifty attorney give uptight McGarrett a hard time, before a lady agent performs some surgery.

The action scenes take place on chases through canneries and the Honolulu fish market. 8:30 p. m. (JHBewltchcd. "Samantha's French Pastry." The presence of Uncle Arthur, impeccably played by Paul Lynde, sparks the entry.

Lynde is aided by "Laugh-In" regular Henry Gibson, conjured up by mistake as Napoleon when Uncle Arthur was trying to come up with a luscious French pastry, and the nonsense begins. 8:30 p. m. 5D CD Ironside. "An Obvious Case of Guilt." Good episode for amateur sleuths.

When the husband of a dear friend has apparently been murdered by the lady herself, the Chief refuses to arrest her until he feels all the facts can be verified. No matter what his staff does, the evidence piles up against her, but everybody's efforts are rewarded. 9:30 p. m. S) Journey to the Unknown.

"Somewhere in a Crowd." Engrossing affair about death and disaster only the English can carry off. A TV reporter broods over his sanity when he sees the same witnesses at every major catastrophe. David Hedison seems accident prone whenever he turns up at an event, and since death and the watchers also appear, the question is posed as to whether he's suffering from a mental aberration. 10:00 p. m.

For "The American Scene" the producers have commissioned a number of leading film-makers to provide their insight into the "mood and state of America, December 1968." It is stipulated only that they begin their reports at the foot of the Capitol in Washington, D. C. an interesting idea indeed. MORE BRIEFLY: In the new Nielsen ratings, lor the period from October 28 through November 3, NBC took a slight lead over CBS, an average of 18.9 to 18.4, with ABC trailing at 15.9. The top 10 in order were: NBC's "Laugh-In" and Walt Disney Hour; CBS' "Jackie Gleason Show" and Red Skel-ton NBC's "Bonanza," "Ironside" and "The Ghost and Mrs.

CBS' Thursday night movie and "Gun-smoke," and, 10th, NBC's "Julia." As I picked "Mrs. Muir" and "Julia" for winners among the new series I'm delighted to see them doing so well. JOE TUCKER, longtime WWSW sports director whose duties with Double Double have shifted more to general news reporting with the station's change in format, will keep his hand in on the sports side acting as special advisor to the forthcoming Channel 53 here. The new station planning a heavy sports schedule, will find Joe's exceptional knowledge of the local sports scene particularly valuable, I'm sure. Since being confined to hospital and home, respectively, of late I've been watching Merv Griffin's daily outing on Channel 2 with some regularity.

I must say Merv leaves little doubt in my mind that he will give Carson and Bishop a merry chase for the insomniac audience when he shifts over to CBS next fall. Meanwhile, trade rumors have it that Gordon MacRae is under consideration as Griffin's replacement on the Group-W show. HAVE YOU noticed how much famed defense attorney Percy Foreman looks like fellow Texan Lyndon Johnson? I was struck by this resemblance once again when Foreman was interviewed on "60 Minutes," the fine CBS "news magazine" show on Tuesday night. Incidentally, the same program provided one of the most searching and fascinating appraisals of General Charles DeGaulle I've ever seen or read. According to the editor of Express, the leading French newspaper, DeGaulle "is the greatest TV watcher in the world.

He seldom goes out, except to visit friends, and as he hasn't many friends he spends most of his evenings watching TV" on which, of course, he controls the news. It seems that hardly a "Laugh-In" goes by without a plug if you'd call it that for the rival CBS 'Smothers Brothers Show." The latest, on Monday night, was one of those little "super lines" under the picture: "Raquel Welch smothers brothers." i TOONA Department 21st Floor, Law Financ Building, Pittsburgh, Pa. 15219 Phone (412) 471-7938 Gentlemen: Please lend me Prospectus on TOONA stock. It has offered a reduced rate for a first class color high-band circuit with a minimum of pre-emtions to the new Corp-o a tion for Public Broad-casting (CPB), effective Sunday nights from 8 Win Fanning to 10 o'clock starting December 1.

The immediate beneficiary of this action will be the National Educational Television (NET) program "PBL" or Public Broadcast Laboratory which will start its second season on that date. It is hoped that by January 1 this same reduced leasing agreement will be extended to five-nlght-a-week basis. Pittsburgh's community station, WQED (Channel 13) will be among the 146 NET affiliates participating. The opening program on "PBL" will be a two -hour chronical titled "Birth and Death." The 21 weekly programs to follow in this series will "average 90-minutes in length," according to an NET spokesman. THE OPENING essay will follow a mother-to-be up to' and including the birth of her first child by natural childbirth.

It will then bring to the screen a study of the "stoicism and resignation of an elderly man suffering from terminal cancer." It would appear that, whatever else, Producer Arthur Barron has struck upon an original theme for this premiere program. The second entry is also considerably off-beat and certainly timely. "Hear Us, 0 Lord" is described as "a study of the anguish of a lower middle class white family in the 111-nois suburb of South Holland, enraged by a federal school-bussing order." The balance of the programs have not all been announced, but among those which are in the works are several of most unusual interest. THE CURRENTLY hot topic "Television Power and the Political Scene" is one such. The non-profit broadcasters Will take a searching look at the commercial networks' handling of news and public issues, with emphasis on process and values employed in news decision making.

The charges that there is a "liberal bias" in network news Judgments and that the networks "tell the public only what they think the public should know" will be explored. There will be interviews with well-known television commentators and an examination of "the influences and the policies of television ope--ation in other countries." Such an airing of this controversial matter is certainly due, if not over due, if no other reason than to clear the air no pun intended. "PBL" WILL look into the post-Vietnam War period to seek an answer to "how much defense is enough when weighed against available resources, the public Interest and the demands of what for-m President Eisenhower called 'the military industrial complex'?" The Polish theater will be a topic for discussion, as will be the pros and cons of the "Liv on the best tasting mazarine you can Dity.
