DON WILSON'S ISK EKBY COPY CATS: The most un appy symptom of "Beatlema- la" is the counterfeit groups hich copy either the sound or ityle of the Beatles. The Dave Five were bad enough-- mt the possibility of having fer through another group ms nightmarish. There is a 'oup of four girls who presume alent, sex-appeal, and the abil- ty to capture the interest of sen-age disk-buyers mostly iris. The "Booties," as they all themselves, don black itch pants and high-heeled boots for their gimmick, and aspire to raving popularity. To me, they seem a bit infantile.

And then, home in Liverpool, miraculous changes take place. About six months ago, the most popular teenage recreation was having rumbles--now, everyone is far too busy organizing, managing, or playing in a threesome or foursome of his own; in fact, far, far too busy to take time out for fighting. PLATTER CHATTER: But there are compensations. Have you heard Play Bach Jazz, on the label? A recent innovation to the world of American records is the Jacques Louisser Trio, a French combo from Paris. M.

Louisser really plays a swingin' piano, and the bass and drums balance out the sound perfectly. This album is basically Bach, but with a definitely new twist and really worth listening to. The Four Seasons have a new one out, that ought to reach the top ten pretty soon. It hasn't even hit the top hundred yet, but watch out for it! It's called "Ronnie," on the Phillips label. And another one by the Re- flexions, not so new, but just gaining popularity in the East is "Romeo and Juliet." It's been number one in Detroit and thereabouts for a while, and slowly moving Eastward, like a storm.

In commemoration of Shakespeare's 400th birthday. GREAT BIG, LOW DOWN, GRIPE: The "Live Five," and "Top Ten" or "Top Twenty" represent the opinions of DJ's and reYiewers more than anything else, even though supposed to represent the opinions of the kids who buy the records. A record may be more popular in one region than in another; however, the "Top Hundred" is usually what is played and what is likely to be found in music stores. The DJ usually plays the Top Hundred unless you make a request, and on some stations the DJ wouldn't dare slip in anything that wasn't already established. BATTLE OF THE GIANTS: This is the second week for our contest between Elvis and the Beatles Send your vote to DISK DERBY, NEWS-POST, Frederick Md.

Donald Robertson announced Monday that the State Commission on Higher Education, proposed by the legislature earlier this year, is within state law. The commission will administer the Federal Higher Education Facilities Act, which provides grants for construction at state colleges and universities. West Virginia is to receive about $2.6 million later in the year for classroom construction. This will be the first of a five- year federal program to help states expand their higher education facilities. FREDERICK, MD. How wise investors choose stocks bonds You may find, when you finish reading these examples of wise and unwise investing, that you're one of the wise. Or maybe not. Let's see: Unwise: You race to buy at the drop of a tip. Wise: You look behind the tip for facts-- and often find only rumor.

For you, facts are what count. You've heard that many an investor has found trouble because he accepted a rumor at face value. XTnwise You let your hopes run away with your judgment. 'Wise: You have in mind, pe'rhaps, building a second income from dividends. Or giving your money a chance to grow with American business.

But you know that stocks, like other property, can tumble in price as well as climb. That some companies may make no profit, pay no dividends. So with your broker's help you check a company's earnings and dividends and try to decide what its prospects are. And you consider bonds for your particular situation. 'Unwise: You invest all the cash you can scrape together.

Wise: You make certain you can pay your living expenses regularly. That emergencies are provided for. Because you know that funds for investing should not be drawn from money required for necessities. You may, in fact, be using the Monthly Investment Plan to acquire stock by investing with as little as S40 every three months ($3.08 a week). Unwise: You don't bother to seek knowledgeable advice.

JWise: You proceed with care. You know, for example, that a broker in a Member Firm of the New York Stock Exchange is required to meet Exchange requirements when he Becomes a Registered Representative. And that, while Member Firms differ in many ways, they are all subject to the guiding rules of the Exchange. Their judgment is not infallible, of course-- no one's is. But they can give you important help-as you make your decisions with your goals in mind.

Unwise: You feel you can't benefit from reading booklets like "INVESTMENT FACTS." Wise: You will read with pleasure this useful booklet which gives the records of more than 400 common stocks that have paid a cash dividend every three months for 20 years or more. Plus much additional helpful information. Wouldn't you be wise to send for your free copy now? RADIO AND TV CYNTHIA LOWRT AP NEW YORK (AP)-Commercial television is often accused of playing a "numbers game" with its reliance on ratings when it comes to keeping or killing shows. It seems that a large segment of the viewing audience quietly plays a little numbers game of its own. This is a game the major networks and the independent stations alike deplore.

In spite of all the promotion designed to establish a station or network identity-the CBS eye, the NBC peacock, the call letters flashed on the screens at every break time--a large percentage of the audience persists in identifying a station merely by its channel number on the dial. A television chain recently confirmed this through an audience research project. Almost any viewer could have predicted the outcome of the study. This is distressing to the industry for several reasons. Individual stations and networks work hard to establish attractive images in the minds of viewers.

One New York station always announces its call letters and adds "your community- minded station." Others are SEE US FOR OE KALB'S 'BREAK THRU" HYBRIDS P. Hargett Co. "station of stars," "The news-minded station" and so on The networks are particularly eager to create vivid and pleasing identities. A viewer who isn't exactly sure where his favorite show can be seen is likely to sample shows on all working channels in his hunt for it. Sometimes he likes what he samples--and never reaches the program he set out to find.

The series about psychiatry- NBC's "llth Hour" and ABC's "Breaking point" failed to carry the kind of impact that made "Dr. Kildare" and "Ben Casey" big hits, so both will disappear at this season's end.
