Proponents of the clause said Wednesday that the press and general public have misunderstood what that statement would do if placed in the Bill of Rights. They claim it would do virtually nothing Neither invalidate current gun control laws nor prevent future controls. The gun lobby group, however, backs it because it would apparently prevent the state from confiscating all guns. Opponents of the clause said it would mean nothing and that it is a fraud on the voters who want gun rights. They assert that the Illinois Supreme Court, in interpreting cases under the clause, is unlikely to believe that the clausa means nothing at all.

Mobley Lindsay-Schaub News Service Springfield The Revenue Committee of the Constitutional Convention voted tentatively Wednesday to prohibit personal property taxes in the new constitution. The vote was 9 to 7. Two mombers abstained from voting because they felt they did not have enough information. No roll call of the 18-member committee was taken, and the committee chairman, JoIji M.

Karns Jr. of Belleville, emphasized that the vote was "tenta-ive." He said the Revenue Committee will report out a "package" of revenue proposals and that the abolition of any tax by the constitution will have to be considered in the context of what taxes are permitted to compensate for the loss of revenue. Karns said he voted against the prohibition. The committee is generally in favor of broadening the revenue article to give more flexibility to the General Assembly in raising money for state services. But Karns admitted that Wednesday's vote looked like a step backwards from that goal.

Vice Chairman Dawn Gark Netsch said she also opposed the resolution. She favored a general revenue article that would not prohibit any specific tax. Karns said he would favor a clause allowing the classification of property for tax purposes and the exemption of certain properties. He said he would not oppose a reasonable ceiling on an income tax. He said he opposed the complete prohibition of any specific tax.

Karns said the committee may reconsider the question at the end of next week when it considers the income tax and a possible ceiling for it.
