NEW YORK (AP) CBS and ABC split the Top 10 in the prime-time ratings race for the week ending April 27 with ABC, runnerup to CBS in the recently completed season, finishing first for the seven-day period by less than half a point. CBS' "60 Minutes," the top-rated program in the 1979-80 season that ended April 20, was No.

1 for the week, with ABC's newsmagazine "20-20" an impressive fifth, figures from the A.C. Nielsen Co. show. The week's competition was the first for the networks since CBS ended ABC's four-year reign as ratings champion. CBS' margin over ABC for the season was one-tenth of a point.

ABC, in the most recent prime-time survey, claimed the No. 2 show to "60 Minutes," "That's Incredible," with another ABC program, "Three's Company," placing third. The rating for "60 Minutes" was 24.9. Nielsen says that means of all the homes in the country with television, just under a quarter saw at least part of the newsmagazine. ABC's rating for the week was 16.8 to 16.4 for CBS and 14.6 for NBC.

The networks say that means in an average prime-time minute during the week, 16.8 percent of the nation's TV-equipped homes were tuned to ABC.
