3 Thursday February 5 1 987 1 9 In this section 20 Editorials 22 Sports 28 Money 30 Comics Schools to select an interim chief? By Patricia Swanson Staff reporter now and there's a great deal of turmoil If the referendum fails morale will be down With all that's going on I think we might want to take a look at waiting" Originally the board had planned to begin advertising for a superintendent now and expected to set a March 27 deadline for applications With as many as 50 or more applicants expected the board planned to develop a plan of weeding the applicants down to six or so for personal interviews Members expected to have someone named to take over by July 1 But if the concept of an interim school chief is adopted the deadline for applications undoubtedly will be pushed several months into the future No timetable for hiring a permanent successor has been discussed if an interim is chosen One source said the board would have its choice of going outside the system to hire an interim head possibly a retired superintendent or of choosing someone already with the corporation Most seem to be leaning toward naming someone already employed in the system The Evansville-Vanderburgh school board is considering appointing an interim superintendent when superintendent Victor Fisher retires on June 30 rather than immediately naming a successor Sources confirmed that the idea has been broached in private discussions among some board members always when only two or three of them have been talking informally There has been no formal session at which the proposal has arisen although it is expected to be discussed at a public meeting within a month or so The school's financial situation and the upcoming tax referendum are the reasons being given for going with an interim rather than a permanent superintendent now He would serve one source said giving the board more time to find a successor a great deal of uncertainty right one advocate of an interim superintendent said a very flexible situation right Auto parts may replace Bill would change precincts Capital bureau adult books In other action the Area Plan Commission approved a request by Evansville Urban Enterprises Association to rezone 1000 Virginia St for an Enterprise Zone office and day care center for children in the Head Start program Also Evansville dentist Charles Greif chipped away at objections from his neighbors and won a request to rezone his office in his home at 7731 Newburgh Road to allow any one of more than 30 professional and commercial uses Greif said he wants the rezoning to make the house more saleable to other professionals He said his home had been for sale but is not now on the market although he is interested in moving to a smaller home David Woll of 7600 Newburgh Road objected that a business moving into the dentist's quarters could increase traffic on Newburgh Road Greif offered to enter a replace adult books if a wholesale auto parts business gains zoning approval to relocate to the US 41 North address of the Tri-State Adult Book Store The Area Plan Commission voted last night to recommend that the Vanderburgh County Commissioners change the zoning at 11812 US 41 where the adult bookstore has been a controversial pleasure purveyor for more than IS years The business has been known in the past as the Tri-State Health Club and at one time the Tri-State Sensitivity Center In 1B74 the owner Kenny Campbell was beaten to death and his body found on the property The murder has never been solved His widow Mary took over the business after his death Several times police made raids on the site charging employees with prostitution Arrests on charges connected with violations of massage parlor ordinances also occurred in the past The health club also was in the news in 1975 when police reported employees using names like and Kisses" were using citizens band radios to invite truckers and other motorists to stop by The location is now zoned agriculture Dan Hewins attorney for BAB Auto Parts on McCutchan Road said the business wants to use the ground floor at the bookstore for parts sales and hopes to lease office space upstairs Richard Bengert of BAB Auto Parts said the firm's car repair shop will eventually be moved from McCutchan Road to the US 41 location feel like what we're going to do is better than what's Bengert said Hewins noted that the adult bookstore is located across the road from McCutchanville Park where children gather for recreation An official with the bookstore who asked not to be identified confirmed later that the business will be sold if the rezoning is approved Bengert plans to go before the County Commissioners on Feb 17 out of the 157 precincts would bave to be changed under the proposed law said County Clerk Helen Kuebler who is critical of the measure Precincts can be smaller than 1000 voters if their boundaries conform to the boundaries of the state a county a township a city a US Congressional District or a state House or Senate district Precinct sizes in Vandrburgh County range from about 300 to about 1300 voters Kuebler said The law is intended to equalize representation of voters by precinct committeemen said its sponsor Rep Jerome Reppa INDIANAPOLIS Voting precincts across Indiana could be dramatically shifted under a bill yesterday by the state House Under the bill most precincts would have to be redrawn so they would include approximately 1000 voters Under present law the county commissioners who set precinct lines have the option of putting about 1500 voters in each precinct but they are not mandated to The proposed law cuts down the size and mandates the change In Vanderburgh County 119 way to go but restorers are hopeful By Jean Rabe Staff reporter Rust coats the steel frame in a few places And sections of the aluminum covering the frame immune to the rust have been eaten through by the Florida lake water the plane was submerged in for 43 years Stacked onto the back of an Atlas Van Lines flatbed the parts of the plane looked more like scrap metal than a P-47 Thunderbolt The main section of the plane appeared cracked in half where a V-shaped section of the aluminum shell is missing But members of Evansville's P-47 Heritage Commission believe in 18 months the plane will gleam in front of Dress Regional Airport's new terminal The plane was purchased for $45000 from Jay Wisler of Tampa Fla who pulled it from a central Florida lake last October It arrived in Evansville yesterday Frank Wood president of the P-47 Heritage Commission said look at the plane now and you say my But after you have been involved in this for a while you see that it is not that bad within a year or so from now people recognize he added think it's said Jeff Hannon chairman of the board of the P-47 Heritage Commission Harmon said the commission has been in contact with representatives of the Smithsonian Insi-titute which has restored P-47s and other planes 'They said they've restored some in worse Harmon said can restore this The superstructure is reasonably solid It's not beat up badly just eat up For a little more than two years a group of Evansville residents has sought a P-47 to put on display More than 6000 of the World War II planes were built in Evansville in the 1940s in what is now the Whirlpool planL But this plane wasn't built in It was built in 1943 at a plant in Farmingdale NY The engine that accompanied it from Tampa is from another P-47 The plane's original engine remains at the bottom of the Florida lake too deteriorated to salvage we get done with it it will be built in said Keith Benedict lab supervisor for the division of engineering technology at the University of Southern Indiana His USI students will help restore the plane But the plane will not be made to fly again Charles Gwin an Evansville resident who worked on the planes during wartime heard on the radio that the P-47 arrived yesterday afternoon and drove out to see it going to take a lot of work It's going to take a lot of hours I hope I can Gwin said He said $45000 may seem like a lot of money to spend but someone else would have bought it if the P-47 Heritage Commission hadn't Gwin started working on P-47s when the third plane was being assembled at the Evansville plant I saw every one test he said was a good airplane It was the best high-altitude plane for its time At low altitudes it was a hog It wallowed Commission members said P-47s in northern Indiana Hawaii and Yugoslavia were considered However price tags of $300000 and more put those planes out of reach Benedict said before restoration begins the plane will have to be studied for at least a week need to spray It to get rid of the residue from the Benedict said we'll identify the damage and try to figure out the best way to pursue working on He said a blueprint of the P-47 design would have to be purchased for about $400 in duplication fees Benedict said most rivets holding the aluminum shell may be removed and the shell taken off The aluminum will be replaced with pieces custom cut to fit the frame he said and some of the framework may have to be replaced James Gutting State Board of chief examiner has little hope that the full 3420000 missing from the Vanderburgh County office would ever be accounted for But the attorney for former treasurer Lewis Volpe maintains the grand jury probe may have failed to pursue some avenues of investigation believe there were tracks that have not been followed And that if they had been it may have proved said Phil Hayes who represents Volpe Hayes stopped short of alleging that there were people responsible for the missing money who have not been named in criminal charges The lawyer said state inability to may have incorrectly been portrayed to the grand Jury as However Gutting credited the Vanderburgh County Prosecutor's office and the grand jury for doing an in returning criminal charges that allege Volpe and three of his former deputies were responsible for taking about one-forth of the missing funds Volpe on Friday was named in grand jury indictments containing charges of theft perjury deception misapplication of government properties assisting a criminal and official misconduct Three former employees in the treasurer's office earlier had been charged with theft and misapplication of government property They agreed to plead guilty and offered testimony before the grand jury A preliminary plea of innocent was entered for Volpe on Monday just before he posted bond and was released from custody Both Gutting and deputy prosecutor Robert Zoss who conducted the grand jury probe explained it will take civil court action by county officials and the Indiana attorney general to recover the missing money not my job (to recover the Zoss said was up to us to show who did it how and how much they took All we had to show was
