Roy was born in Warren, Ohio, on Oct 10, 1914, the son of George Williams and May (Mackey) Williams. As a V- -A teenager, Roy developed a great interest in airplanes. At the age of 18, he began building his first airplane, using a Ford Model engine. In 1933, this plane was successfully flown by Ernest Hall, an aviation pioneer. Later that airplanes, completely restored a vintage Piper Cub and built three replica historical airplanes, that he donated to the Ohio History of Flight Museum in Columbus, Ohio.

Roy's aviation activities spanned 72 years. Survivors included a stepson, Michael Bowler in Sparta, a niece, Beverly Thompson in West Farmington, Ohio; and a nephew, Donald Williams in Cortland, Ohio. Mr. Williams is also survived by his adopted daughter, Sonia Garcia of Pharr, Texas, who cared for him in his declining years. Roy was preceded in death by his father and mother, a brother and sister and his wife, Laura (Bowler) Williams.

In 1942, he enlisted in the U.S. Navy and rose to the Rank of Chief Petty Officer (Aviation Chief Maintenance Mate). He was assigned to the Port Columbus (Ohio) Airport, where he was an inspector of Navel Aircraft being built by the Curtiss-Wright Co. This facility manufactured 6000 of the famous SB2C "Hell Diver" Dive bombers, used during World Warn. Following his discharge from the Navy at the end of WWII, he accepted an appointment with the U.S.

Civil Aeronautics Administration, as an aircraft inspector and maintenance specialist. This Department was later renamed the Federal Aviation Administration. After working at several EAA District Offices he transferred in 1961, to the EAA Regional office in Kansas City, Ma One highlight of his year, Mr. Hall taught Roy how to fly. In 1936, Roy became a certified aircraft mechanic and performed maintenance on aircraft at the Hall airport, near Warren, Ohio.

In 1937, Roy and his friend formed the Kenyon-Williams Aircraft Company. During the following three years, they built IREIDLED Fanny Owmod SK 112 career was the development of a computerized "Aircraft Service Difficulty Pilot Program" Following his retirement from the EAA in 1972, Roy relocated to the Adobe Wells Mobile Park in McAllen, Texas.
