14 Th Index-Journal Wed- March 11, 1981 CBS tops Nielson ratings list NEW YORK (AP) CBS, with seven of the week's 10 highest-rated programs, won the networks' ratings race for the third week in a row, according to figures from A C. Nielson Co. The showing put CBS on top for the 16th time in 19 weeks. And CBS did it for the week ending March 8 without "Dallas," the season's No. 1 program.

"Dallas" was pre-empted for a repeat from "The Dukes of Hazzard, "which finished 10th in the week's ratings while ASH." also from CBS, came out at the top of the heap. CBS's rating for the week was 19 6, to 17.3 for ABC and 15.8 for NBC. The networks say that means in an average prime-time minute during the week, 19.6 percent of the nation's homes with TV were tuned to CBS. The rating for was 21.3. And about 200 more Cubans are on their way to the penitentiary from Talladega, according to William Noonan, executive assistant to Warden Jack A. Hanberry. The Cubans came to the U.S.

during the "Freedom Flotilla" boatlifts last year. Because of criminal records in their native land, they had been detained in the Atlanta penitentiary and 13 other institutions around the country. Federal officials decided to move all of the refugees to one site in Atlanta, making it easier to complete immigration proceedings. With the arrival of the 200 Cubans from Alabama, ex- pected by the end of the month, all of the refugees with criminal records will be housed here. Meanwhile, the Cubans are passing the time by playing baseball and other sports and by cleaning their living quarters, Noonan said.

The Cubans, classified as "detainees," are sharing the massive granite facility with about --350 to 400 domestic federal pris-dners, Noonan said.
