(AP) U.S. space agency officials 75 per cent success in Iheir Lunar Orbiter mission Sunday, despite troubles they said will force redesign of the camera before launch of the next spacecraft in the series, planned in November.

The statement of partial success came at a nevvs conference aftor the 850-pound spacecraft performed well in a delicate maneuver lowering its closest approach lo the moon from 130 to 36 miles. Lunar Orbiter's project manager, Clifford Nelson, said failure of the camera to take high- resolution pictures designed to pkk out dctaEs on the surface the size of a card table -meant the mission was only 50 per cent successful in achieving fe goal of talcing closeups of possible astronaut landing sites. He said experiments to count micrometeorilcs near the moon and lo measure lunar gravity were progressing well and would boost the mission's success level to 75 per cent. Spacecraft manager Israel Taback said study of 40 blurred high-resolution photographs returned by Lunar Orbiter indicated shutter behind the high-resolution lens is not clicking at the proper lime. All the medium-resolution pic- res--desfenwj to show terrain features as small as 24x24 feet have been good, Taback said.

lunar OR WILL BEGIN PH Lunar orbitcr will begin photographing nine possible astronaut landing sites Monday, but photographs wfll not be released for several weeks. Both medium-and high-resolution camera systems will be used but there is little hope the trouble with the high-resolution shutter can be remedied, Taback said. One of the goals of Lunar Orbiter 1, to find slopes gentle enough for Apollo astronauts to land on late in this decade, can be accomplished by steroescop- ic study of the medium-resolution photographs, Nelson said. Finding prominences and craters on those slopes which might upset Apollo landing craft -which was the job of Lunar Orbiter 1's high-resolution system will have to be done by Lunar Orbiter 2, Nelson said. "We will do everything we can to see that, the camera is redesigned in time lo meet the November launch schedule," Nelson said.

Dr. Floyd Thompson, head of the space agency's Langley Research Center in Hampton, which is controlling Lunar Orbiter 1 through facilities at the Jet Propulsion Laboratory, said he was extremely pleased with Sunday's maneuver lowering the spacecraft's orbit. The spacecraft fired a rocket at the high point, or apolunc, of its orbit, which slowed its speed and dropped it to a low point, or perilune, of 36 miles. Lunar gravity is expected lo pull the craft down lo a perilune of 28 miles by Thursday, and eventually cause it to crash info Uic moon some nine months later. The craft is expected lo run out of film, however, by the end oltbuweek.

JOSEPH RADECKI, who had been serving as manager of the Lakewood store near Jamestown, N. has been named manager of the store serving the Venango County area. His assistants are Edward Garrety of Worcester, and Michael King of Boston. Mr. Radecki said the management of the department store chain selected the Oil City- Franklin area as the site for its largest store because the o'ffi- cials considered this a good retail area with good potential and believed that such a store as Jamesway will keep shoppers "at home," One of the most convenient features for shopping at the new department store is the ample, black-topped parking area.

Work on Ihe blacktopping will be completed this morning, including Ihe markings. The lOO-by-500-foot parking area will comfortably accommodate between 750 and 800 cars, the manager said. THE NEW STORE is a one- story structure covering a OOC-square-foot area. Its front exterior is of brick while the sides of the building are of block supported by steel beams. It has a 100-foot glass front.

Inside there are ten check-out points for customers. There are more than 100 departments in the store, which specializes "in having everything" Mr. Radecki said. "Everything" takes in ready- to-wear, hardware, sporting goods, toys, household goods, a small line of home furnishings, automotive supplies; paint, jewelry, cosmetics, health and beau- ly aids, notions' records, greeting cards, cameras, film developing, curtains and linens, shoe department, 'candy department, small appliances, lo name some. One prize will be a 19-inch portable television set. The formal ribbon-cutting ceremony is scheduled for 10 a with dignilaries lo be present from the Oil City and Franklin areas along with the presidenl of Jamcsway, Herbert Fisher of Oradell, N. J. Throughout the day Tuesday "The Mod Five," instrumental combo featuring musicians from Warren and Kane, will entertain the customers. The combo is widely known and has made a number of popular recordings.

Jamcsway will be open for, business at 10 a. m. and remain open until 10 p. m. Regular store hours will be 10 a.

m. lo 10 p. m. Monday through Saturday, fering a "break" to those lomers finding it more convenient to shop evenings. For added comfort, the store is air conditioned.

MANY SPECIAL i prices on popular items will be offered Tuesday through Saturday this week. Mr. Radecki said that the store will continue to offer special discounts on items. Circulars will be sent out once a month advertising special prices. These discounts als6 will be publicized, he said, daily in newspapers and radio advertising for the convenience of customers.

The second business place io open in the plaza will be the Quality Market, located next- door to Jamesway. Tentative opening is set early in September. Mr. Radecki, originally from Buffalo, managed the Jamesway Store in Hudson, N. before he went to Lakewood as manager.

He announced a light lunches, sandwiches, and a variety of foods will bo available lo customers at the store's snack bar, which is offering same special bargains to customers the opening week.
