"It proves that quality animation can still be done for a network budget," Bakshi says. And now the new season brings fresh variations. For instance: If kids like the verbal wit of the other shows, they'll tackle the rich sophistication of Winnie the Pooh.

After a year of duty on the pay-cable Disney Channel, "The New Adventures of Winnie the Pooh" reaches ABC Saturday, taking over the a.m. slot. "We're trying to keep the same charm and style as the original stories," promises producer Karl Geurs. With the extra finances that come from Disney deals, he's also able to double the usual animation, and work in some songs. More is on the way from the same people.

The Disney Channel will be showing "Chip 'n' Dale and the Rescue Rangers" this season, before it heads into syndication. Odd characters are abounding on Saturdays. After watching "Pee-wee's Playhouse," people can catch Jim Varney's "Hey Vern, It's Ernest" (11 a.m. on CBS, beginning Saturday) and Martin Short's "The Completely Mental Misadventures of Ed Grimley" (11:30 a.m. on NBC, beginning Saturday).

Saturday cartoons are aiming for whimsical heroes and offbeat touches. On NBC, "ALF" is expanding to an hour, from 10-11 a.m. On ABC, "The Real Ghost-busters" airs at 9:30. a.m. Back in 1969, there were some things a reasonable grown-up avoided.

"I didn't think I wanted to be involved in a new children's show," says Bob McGrath. "But when I saw the plans they had, I thought it was quite exciting." Caroll Spinney had the same reaction. "When they said it was from Children's Television Workshop, I thought about wooden toys. I had no idea what it was." They both stuck around to find out. And now 19 years later they're part of the mega-empire of "Sesame Street." The show sprawls around the globe, including at least a dozen co-productions.

But beyond that, it's been part of a revolution in TV for kids. Look around the new season and you'll see an odd batch of heroes. There's Spinney, still hiding inside the yellow expanse of Big Bird. There's McGrath, still being his pleasant self. There's ALF, Mighty Mouse and Winnie the Pooh.

There's Pee-wee Herman and Ernest and Ed Grimley. What's going on here? You might say that kids TV has reached a new phase. And for that, go back to the "Sesame" founders. "CTW has a long history of doing humor that is aimed at appealing to adults and older siblings," says Joan Ganz Cooney, the founder of Children's Television Workshop. Now those duo-level laughs seem to be a trend.

A second generation is in Fozzie Bear It all started with 'Sesame Street' front of the tube, often with their parents (some of them "Sesame" alumni) nearby. "Kids are far more sophisticated today than they used to be," Cooney says. And now her group is trying fresh territory. On Monday, "Square One" launches its second season on PBS stations, usually on weekday afternoons. At 7:30 p.m.

on Sept. 19, CTW's blitz-paced "Encyclopedia" premieres on pay-cable HBO. All those shows try to mix kid appeal and grown-up fun. That's a formula that Judy Price, CBS' Saturday-morning programmer, has also groped for. She's scored big successes with Jim Henson's "Muppet Babies" (8:30 a.m.), "Pee-wee's Playhouse" (10 a.m.) and "Mighty Mouse" (10:30 a.m.) TV HIGHLIGHTS TV'S BEST BETS Jilgjp.

I exander, Michael Beach. An account of a college speech professor whose interest in teaching is rekindled by a student's desire to learn and escape ghetto life. "Burning Questions: The Poisoning of America" ABC, 10 p.m. Hugh Downs reviews the problems associated with the environment, including the greenhouse effect, the ozone layer depletion, toxic waste, acid rain and garbage dumping. "48 Hours" CBS, 8 p.m.

"Smoking War" A look at America's crusade against smoking and the battle that is heating up between smokers and non-smokers. "Bob Hope Special" NBC, 8:30 p.m. Ted Turner, Morgan Fairchild, Phyllis Oilier, Brooke Shields and Tony Randall join Bob Hope in a spoof of TV news shows. Movie: "Open Admissions" CBS, 9 p.m. Jane Al Jane Alexander Stars in 'Open Admissions' threatened with failure because of a Signal Corps sergeant.
