Moon, Secretny Kansas Mutual Life Insurance Company, Tojteka, Kansas. Dear Sir I have the honor of transmitting herewith a copy of the report, this day submitted to the State Insurance Department by the Hon. It. T. Battey and W.

C. Austin, who were appointed by this Department for the purpose of making an examination of the books, accounts, assets, contracts and methods of the Kansas Mutual Life Insurance Company, in compliance with a request of said Company, through its President, under date cf May 20, 1890. The examination has been thorough and the report must be gratifying not only to the members of the Company, but to every citizen of Kansas who is especially interested, as we all should be. in the success of every worthy enterprise which has its birth and abiding place within our State. Dear Sir: In pursuance ot your request of May 22, 1899, and of the Kansas Mutual Life Insurance Company of May 20, 1899, in which President Davis says, "Believing that a personal examination made by you or under your supervision will be appreciated by and satisfactory to the policy holders, you are respectfully requested to make or cause to be made a thorough examination of the policy contracts, the Company's method of handling them, the collections thereon alpo a complete and searching examination of the Company's books, accounts, vouchers, policy contracts, assets, securities and methods of doing business." And after thirty-five days of investigation, we beg leave to make the following report We have made a most thorough examination of their books, the policy contracts of the several plans, vouchers, notes, bond3 and mortgages, and find the affairs of the Company as reported in their annual report of Dec.

31, 1S98. The accounts are kept in a very systematic and thorough manner. Each and every item may be traced from its receipt to the payment of death claim, dividend or expense as the case may be. The surplus and reserve funds of the Company are largely loaned in northeastern Kansas, and the securities have a market value far in excess of the loans made thereon. We are of the opinion that the loans of the Company could be sold on the market at a premium of many thousands of dollars.

That the affairs of the Company have been managed with great care, skill and honesty, there is no question. We find that premiums on level premium policies are based on the actuaries table and 4 per cent. As far as the policy contracts of 18SG are concerned after most eareful examination of the policy, tie by-laws and the statutes, and after having consulted attorneys in the matter, we say the Company have honestly, carefully and faithfully carried every part of the contract into force to the equity of each policy holder. We desire to add that the premiums on the policies of 18SC are what is known as the Natural Premium, that is to say, the insurance is sold at cost, and as the policy holder advances in age, so his premium must advance in amount. But by careful management and a very low death rate, the funds that accumulated in the early history of the Company have been used to hold the premiums level till 1891, when with an increase in the death loss the Company was obliged to call for the table rate at age attained.

This was an imperative duty of the officers for the protection and equity of the policy holders, as provided by the policy, the by-laws and the laws of the State. In closing, we wish to call attention to the splendid financial condition of the Company, which has the full legal reserve, invested in first class Kansas securities and deposited with the State Treasurer, and has a surplus of more than one hundred and forty thousand dollars. BRADBURY, this Department, as required by lar; also that as the renewal premiums are paid on said policies, the increased value of the leserve thereon is in like manner deposited annually with the State Treasurer and that said funds are held by the State, as required by law, as truatee for the policy-holders so loDg as the policies are continued in are continued in force. By the deposit of securities as shown above, the Kansas Mutual Life Insurance Company furnishes to its pations the highest claas of life insurance.

TOWN OF POOH-BAHS. Every One In It la an Officer ana Every One of Them Is In Trouble. The town of ChepJIhurst, which is in. Camden, county, contains only 30 voters, yet it has a city government, with a mayor, board of aldermen, tax collectors, police Justice, constable, city treasurer, comrjtroller, jail keeper and all the rest of it. It is a comic opera town, and just now the entire city government is in all sorts of disgrace.
