With its economy long based on coal-mining and eel-production, Cape Breton has been troubled in the last decade by closure of a half-dozen major collieries and open concern over the future of the slee! plant here. Threats of layoffs in the basic-Cape Breton industries have hung over the region like the thick pink-grey smoke from the blast furnaces, but recent developments have brightened the outlook. These include: i 1. Construction of Canada's second heavy water plant at the Strait of Canso end thu is-; land, announced last week as work continued on buiidin the nation's first such plant in the coal town of Glace Bay. 2.

Esiablisltmer.t of an auto-: mobile assembly plant at nearby Point Edward. 3. Construction of a 517,000,000 power generating station on the Strait of Canso. 4. indieaiiuns that a big oil refinery may be built in the strait, area.

Premier Robert L. Stanfield, whose Progressive Conservative government been forced to 'wrestle with serious economic problems in Cape Breton since assuming office in 1956, said in I an interview Thursday night: "This it a start but there Li ood deal stili to be done." The premier has said new industries must be found to pro-j vide jobs now that coal can no longer be considered "a growth industry." A measure of the slump in coal can be seen in the I membership of District 26 United Mine Workers (ind.i, 'down to 6,500 from 10,000 six years ago. The Cape Breton Post, in a recent front page editorial, said the announcement that Canadian General Electric Ltd. will build a $65,000,000 heavy water plant near Point Tupper, and indications that British American Oil Co. plans a refinery in the ssrne area, were the most I important industrial news "for Cape Breton the turn of the century." I A BA spokesman said the i firm is "actively" studying the possibility of establishing one of Canada's biggest refisieries near the CGE heavy water plant.

The spokesman said the CGE deci-1 sion "will have a great bear-j ing" on EA's plans, i Seen as support for. the re- finery speculation is the fact i that the new power plant in the I strait area will be oil-fired with a back-up coal system. The strait area, long depressed, got its first big devel-1 opment with establishment of a $40,000,000 chemicai pulp mill i in 1937. The area lost its tra Motor industries Ltd. lecnoni cna pixxK raw emroncts ana iwomircs ot the cost of flanking frontcon OR corner properties to aiKi inducing a maximum of 30 feef frontace for oy one properfy.
