(AP) Republican leaders asked former President Dwight D. Eisenhower's help today in editing a preliminary draft of a campaign statement of party principles.

In advance of a scheduled breakfast meeting with Eisenhower, Rep. Melvin R. Laird, predicted he and his Senate and House colleagues will come up with a much more terse statement of the issues that all GOP candidates can subscribe to in the November election campaign. Laird declined to enumerate the issues but others said the preliminary draft bears down hard on demands for fiscal repponsibility in govern -meht, a field in which Republicans have chalked up President Kennedy's efforts as a failure. The Republicans are expected to agree on a strong statement supporting civil rights.

They are relatively united in opposition to the administration's farm program, which Eisenhower specifically has criticized. There are several Republican viewpoints on what to do about health care for the elderly, although a majority apparently opposes Kennedy's plan to finance such a program through Social Security taxes. In New York's case, the approximately 500 miles of the State Thruway were built with state funds, and the highway later was incorporated into the Interstate System. Thus the state's share of mileage in the system was reduced by some 500 miles.

Route 17, which the association and the state administration feel should be designated as Interstate, remains a state primary highway. Interstate highways are built with 90 per cent federal funds and 10 per cent state funds. State primary highways are built on a federal-state 50-50 basis. "The Route 17 Association has always felt that New York has been penalized for its foresight in constructing the Thruway," Mr. Beery said.

(AP) Fourteen persons lost their lives in accidents in New York State over a weekend marked by soaring temperatures and lightning storms.

Seven of the victims were killed in traffic accidents. One of the most tragic of the deaths was that of Arthur Tim Mott, 31, of Rouses Point, whose broken body was found at the bottom of an embankment shortly before he was to have been married. Mott and a friend, Richard Fren-ya, 24, were killed when their motorcycle plunged down the embankment Friday night. Three men were drowned Saturday night when two motorboats collided on Little York Lake in Cortland County. One of the victims was a man who had set out in a boat to rescue the others.

The dead were Dale Stoker, 28, of Homer, and Jack Sangeorgi, 25, and Malcolm Leonard, 41, both of Cortland. Temperatures soared to the upper 80s and 90s Saturday and hit 99 in New York City. The heat and humidity ignited electrical storms in many sections of the state and one of them Saturday claimed the life of 10-year-old Kim Welch of Schroon Lake. Kim and relatives who had been camping on Mount Pharoah in the Adirondack had sought shelter in a cabin atop the mountain when a lightning bolt invaded the structure. WITH LINT FILTER AGITATOR A FAMILY owning an outboard is a fortunate one. Whether the boat is trailered or hauled on top of an auto, ths family is independent; it can come and go as it pleases. It's a magic carpet, all right, and the whole world is the boaters' arena. The automobile will haul the outfit and family anywhere. The north woods of Canada, inland lakes and rivers, the salt waters of the open sea; each offers distinctive pleasures.

With a boat, cares are left behind and fun-making' becomes easy. Boating is attractive, for it can be enjoyed no matter what the budget is. Lots of fun can be had with a canoe or smail skiff. These are cheap and easily transported, but even yachting can be enjoyed without going to the permanently moored inboards. Nineteen and 21-footers can be trailered easily, and can sleep the entire family, no matter which waters are chosen.

Various governmental agencies are helping In adding more and better launching sites, camping and recreational areas. Taking an outboard on a long trip is simple. Vacationing boaters should make sure all their equipment is thoroughly inspected, know the trailer laws of the states they will travel, get to know the safety requirements and pack only the gear needed. Then head for the road and the wide open spaces. Take a boat with you to the great expanse of sea and sky, and you'll return to work rested and refreshed.
