Toledo Peoria Az Western railroad after President Roosevelt had ordered federal seizure and operation 1 of the line An hour earlier they had withdrawn their pickets George McNear jr president bi the 239-mile line had this to my about the presidential order: ''The rapidity of the seizure of our railroad which followed this morning can hardly be related to the facts presented In our letter or to the proper transportation of war traffic It is another indication of the brotherhood's willingness to fi move heaven and earth to avoid having Paul Brokaw one of their national officials go to trial beforf 1 a jury in federal court Monday March 23 on the serious charge of conspiring to dynamite one of our largest and most important bridges" A Contempt charge McNear referred to a contempt of court charge against four former employees of the road and Brokaw Cleveland public relations representative of the brotherhoods The Brotherhoods of Railroad Trainmen and Locomotive Firemen and Enginemen had maintained a picket line since they struck December 28 in a dispute over wages and working conditions McNear also made public the text of a letter he sent to President Roosevelt replying to a request Mr Roosevelt made for arbitration March 14 McNear's letter discussed in detail acts of violence he said had attended the strike added that they had interfered with interstate traffic and expressed hope the United States marshal in Peoria would be given help to enforce a federal court In-Junction designed to halt disorders "We realize of course that it is our patriotic duty to comply with your wish in every way we can" McNear's letter said "Wehave every desire to fulfill this duty However for the reasons already mentioned and which I do not believe were clear to you when you addressed us your letter of March 14 we could not as long as we are responsible for the operation of this railroad enter into the arbitration order by the National War Labor board Wair Need "We strongly feel that to do so would be definitely contrary to the best interests of our country With this terrible war now cn our hands the need for fast and efficient transportation and the use of manpower Is more He admires Russia because of that nation's ability to organize for war and to come to grips with Germany Grigg brings an odd array of talents and an odder personality to the office which has been choking on the dust of forgotten victories IN ME LAST WAR He is no old-school-tie-boy He resembles the figurative Colonel Blimp about as much as Shirley Temple resembles Gypsy Rose Lee He went to Cambridge and was senior wrangler there and top scholar in mathematics But he never went to a big public school like Eton or Harrow His school was Bournemouth a pleasant school in a pleasant town but not what Colonel Blimp would call "really pukka" He already was in the civil service when the World war started He enlisted and emerged he said with "very low rank and no decorations" and went back Into the civil service In the civil service Grigg rose as fast as that devious institution allows He spent five years in India He was knighted in 1932 and in 1939 moved to the war office Griggs 52 looks more like a real estate agent than a man who has risen from the ranks of the civil service to become the political director of an army of 3 really a unique achievement ROUGH ON HIS SUPERIORS Griggs's reputation In the war lice is that of a "tough fellow who gets his way" On occasion he has been rude to his superiors and at times they have been very superior indeed One attribute outshines all others In the minds of his likes youth He is patient and painstaking with young officers This feeling is probably behind the review of the older officers Grigg long protested the unwisdom of retaining 1914 vintage officers in command when two years of training since 1941 have produced a wealth of new young leaders This sympathetic and understanding attitude toward youth may be Grigg's greatest help in tackling his (fly the Associated Press) LITTLE RIVER KAS Marrh Burke internal revenue collector at Wichita said today he had submitted his resignation to President Roosevelt The Little River stockman in a letter addressed to Guy Helvering commissioner of internal revenue Washington said he had asked to be relieved of his federal post at the President's earliest convenience His future plans were not disclosed in the letter but it capped months of speculation that he again would seek the Democratic nomination for governor "I have no future plans beyond coming home to Little River and taking care of some business when I am relieved of my Job in Wichita" Burke said in commenting on the letter "I will cross my political bridges when I come to them" Burke first was appointed collector of internal revenue in 1938 He resigned in 1940 to run for governor and was reappointed late that year when defeated by Governor Ratner by 430 votes bt 0 pa 0 0 lit 0 In Pi 0 jot 0 renovating the British army weeding out administrative misfits and making the privates the heroes and the martyrs proudly conscious that they are important Some day before this war is over that army must take part in the victorious invasion if the continent or if things go badly must defend Britain herself Grigg's Job as the fourth secretary of state for war since the war began is to make the army ready for that day Grigg already has started by issuing through the war council an order for reviewing the fitness of all officers below the rank of lieutenant colonel who are over 45 START TN RIGHT ontecrrom Admittedly this is a small step and not an unexpected one Still critics of the war office admit it is "something" and say even "something" from the war office is an achievement Able critics of the army believe that armament is improving beyond all expectation What needed they insLst is younger and more dynamic command plus a reawakening in the mind of the common soldier of his place in what amounts to a universal civil war One dLstinguished officer invalided out after Dunkerque believes the war office from which Grigg came as a civil servant is the root of the army's evils "He must do away with the ramshackle administrative apparatus which devours the precious time of field officers drains their energy and smothers their initiative in miles of reports" this officer said FIELD OTTICERS ARZ HOT The war office certainly hampers the war effort if you believe most of the field officers But more important to Grigg and to Britain is how the rank and file consider the British army It has been at war for thirty months without scoring a single major victory over the Germans This has had an effect on the men The private soldier is moving away hom the citizenry from which he came He is moving too away from the politicians against whom he is BUS AND CAR IN A CRASH Frank Ressler 38 Receives a Slight Concussion Frank Kessler 38 years old 4127 Warwick boulevard
